SHIPMAN: Then, with a moment of personal privilege, I'd like to personally thank the members of the Zoning Oversite Committee for giving us two years of your life on a voluntary basis and for even coming here tonight because you actually finished your work about some..7 months ago. I can count to four..and I can not count to four to make a motion to adhere to your recommendations but I would like to ask, specifically though, the City Manager is that the staff provide, in writing within the next 30 days to the City Council and to the Austin Plan Land Use Committee how the FAR study and it's recommendations, which were unanimously passed by the Zoning Oversite Committee are going to be incorporated into Austin Plan because I think we need a definitive explanation. A lot of work went into this and interestingly enough, so everyone will know, the impetus for the FAR study did not come from homeowners, did not come from people who are really active in preserving the quality of life in their neighborhoods. It came from zoning agents. It came from lobbyists and it came from attorneys who really worked with the process and realized that our..the ordinance that we adopted in 1984 was a false expectation and we're not the reality. That's where it came from and that's how the unanimous recommendation came forward out of the Zoning Oversite Committee. So, with all of that said, I would like to again request, in writing, within 30 days, how this is going to be covered in Austin Plan. MAYOR: Seconded. SHIPMAN: MAYOR: SHIPMAN: No, it's not a motion. Oh, it's not a motion. No, sir. No motion......that is not a motion. (talking at the same time) MAYOR: That's a request. Because the motion that I want to make SHIPMAN: doesn't have support. So, I'm not going to make it. MAYOR: Do I have a motion? Do I have a motion? CARL-MITCHELL: Yeah. I'll move the Planning Commission's recommendation on this. NOFZIGER: Second. MAYOR: ..Move the Planning Commission's recommendation... Any additional discussion? Council Transcript Partial CARL-MITCHELL: Page 2 June 23, 1988 There are some areas like the Mayor, just one quick item on that because I'm..I want to state it for the record that most of the changes in FAR's are appropriate. West University Area where we need to make an adjustment but I think we may be putting, as one of my colleagues said, "The cart before the horse", and the Planning Commission motion says that .."To defer any action on FAR changes and there may be some additional changes we'd have to make once the Austin Plan is adopted". But I certainly concur with Ms. Shipman's request that this be the method of how this is being integrated into the Austin Plan process. So.. MAYOR: Okay. It's moved and seconded. Is there any other discussion? All in favor of the motion, signify by saying, "Aye". COUNCIL: "Aye". All opposed, same sign. Passes. Okay, .. (end of issue) MAYOR:
