E Austin City Council MINUTES For SPECIAL CALLED MEETING FOURTH FLOOR AUDITORIUM Council Chambers. 307 West Second Street, Austin, Texas - SEPTMBER 27, 1988 CENTRAL LIBRARY - 3:00 Ρ.Μ. Mayor Pro Tem Shipman called to order the special called meeting of the Council, noting the absence of Mayor Cooke, Councilmembers Humphrey and Urdy. GILBANE UPDATE Wendell Holmes presented the Gilbane Update concerning the proposed Austin Civic Center Project. Postponed to the September 29, 1988 Council meeting are two resolutions: (1) Consider payment to Gilbane Building Company (Project Manager), Page Southerland Page (Project Architect) and Coopers & Lybrand (Project Financial Planner) for professional services related to the Austin Civic Center Project after May 12, 1988. (2) Consider amending Section 3.01 of the contract between the City of Austin and Coopers & Lybrand (financial planner) relating to reimbursables for travel and lodging in connection with the Austin Civic Center Project. FAA GRANTS The Council, on Councimember Carl-Mitchell's motion, Councilmember Nofziger's second, adopted two resolutions accepting the following Grants: (4-0 Vote, Mayor Cooke, Councilmembers Humphrey and Urdy absent) a. A Federal Aviation Administration Grant in the amount of $10,000,000.00 for property acquisition for the New Austin Airport. b. A Federal Aviation Administration Grant in the amount of $3,384,621.00 for airfield improvements and terminal area improvements at Robert Mueller Airport. : : Council Memo CONVENTION CENTER REPORT 2 9/27/88 Acting City Manager John Ware presented the City Manager report on comprehensive review of proposed convention center, including financial program/land swap. ITEM POSTPONED Postponed to September 29, 1988 is consideration of amending the 1988-89 Operating Budget by: a. Appropriating $887,857 from the Cultural Arts Fund for Cultural Arts Services. MINUTE ORDER RE PEDESTRIAN OVERPASS Council discussed the expiring Minute Order authorizing continuation of a pedestrian overpass on US 183, approximately 0.2 miles south of Springdale Road. Greg Williams, representing Representative Delco's office, also talked about it. Motion The Council, on Councilmember Carl-Mitchell's motion, Councilmember Nofziger's second, directed the staff, Metro and AISD to identify funding sources.
