YOF AUST Austin City Council MINUTES For SPECIAL CALLED MEETING Council Chambers, 307 West Second Street, Austin, Texas - November 07, 1988 - 4:00 Ρ.Μ. Mayor Cooke called to order the special called meeting of the Council, noting the absence of Mayor Pro Tem Shipman and Councilmember Carl-Mitchell. EXECUTIVE SESSION Mayor Cooke announced Council would enter into executive session pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation and for personnel matters. No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for this meeting. RECESS 1. Land Acquisition { - Section 2, Paragraph f a. Land swap for Civic Center. Council recessed for executive session from 5:10 to 5:30 Ρ.Μ. MONTOPOLIS SMALL BUSINESS INCUBATOR FACILITY Shiela Mathews presented the report on Montopolis Small Business Incubator Facility. She said the incubator is generally not self-sufficient and the staff recommendation is to cancel the project. Councilmember Nofziger wanted to know if Council does approve the incubator project whether they will be required to give financial support. Ms. Mathews said that will depend upon the Council. Long discussion followed with remarks by Councilmembers, the Mayor and Enrique Lopez for the Montopolis Small Business Incubator Facility. Then the following motions were made: Motion - WITHDRAWN Councilmember Nofziger made a motion, seconded by Mayor Cooke to extend contract for the 12th year contract for the Greater Montopolis Corporation to allow Phase I, 75% in 120 days and Phase II, 25% in 18 months. After discussion the motion was withdrawn. ! Council Memo 2 11/7/88 Motion The Council, on Councilmember Humphrey's motion, Councilmember Nofziger's second, instructed the Greater Montopolis Corporation to look for a lease of 10,000 square feet in existing office space with tenant finish-out, or look at all options and limit to the southeast area and report back to Council by January 1, 1989; allotment of money for this project is $5,000.00. (5-0 Vote, Councilmember Carl-Mitchell and Mayor Pro Tem Shipman absent) HEARING DATE CHANGED The Council, on Councilmember Urdy's motion, Councilmember Nofziger's second, adopted a resolution affirming and ratifying a change in the date of the public hearing on an appeal of the decision of the Building Standards Commission regarding Interregional Apartments. Revised date and time: November 17, 1988 at 6:00 P.M. PERSONNEL The Council, on Councilmember Nofziger's motion, Councilmember Urdy's second, adopted a resolution on personnel change in the City Clerk's office to reinstate to full time an employees who had been cut to half-time during the budget process. (5-0 Vote, Councilmember Barnstone and Mayor Pro Tem Shipman absent) ADJOURNMENT Council adjourned its meeting at 7:35 Ρ.Μ.
