CITY OF AUST Z POUND10 Austin City Council MINUTES For January 17, 1989 SPECIAL CALLED MEETING Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: - 11:00 Α.Μ. Mayor Cooke called to order the special called meeting of the Council, noting the absence of Councilmember Urdy. EXECUTIVE SESSION Mayor Cooke announced Council would go into executive session, pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation and for personnel matters. No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for this meeting. RECESS 2. Personnel Matters - Section 2, Paragraph g a. City Manager Search b. Appointment of Municipal Court Clerk c. Personnel Issues Council recessed its meeting at 11:20 A.M. and resumed its recessed meeting at 12 Noon. ACTING CITY MANAGER BARNEY KNIGHT APPOINTED Mayor Cooke, after holding the executive session, announced, "It is with deep regret I accept the resignation of John Ware as Acting City Manager. John has served the City very ably for several years and his last 14 months he has served as the Acting City Manager. Personally, John, as Mayor of this City, you have helped me a great deal and we have discussed your particular career opportunities here and I can certainly understand why you would elect to pursue other options at this time. I want to say, on behalf of the citizens of Austin and the City Council, we appreciate the professionalism provided us, not only in putting a very tough budget together but deliberating on a number of critical issues, especially in our financial areas we have discussed over the past seven months since I have been Mayor of the City and this Council has sat together. want to thank you, on behalf of the City Council, for the work that you have done and I appreciate very much the type of support you have given all of us. "At this time I would entertain a motion to select an Acting City Manager." I Council Memo 2 Motion 1/17/89 The Council, on Councilmember Carl-Mitchell's motion, Councilmember Nofziger's second, appointed Barney Knight as Acting City Manager until a permanent City Manager is appointed by Council. (5-1 Vote, Councilmember Barnstone voted No, Councilmember Urdy absent) Councilmember Barnstone said he did not support Barney Knight, although fully able and creditable to the City as Acting City Manager, he thought Mr. Knight needed to devote his time to "the biggest trial (STNP) that the City will ever face.....". Mayor Cooke announced that Councilmember Urdy was on his way to the Council Chamber and conveyed to the Mayor his support of Barney Knight as Acting City Manager. RECESS Council recessed its meeting from 12:12 P.M. to 2:00 P.M. Mayor Cooke and Councilmember Barnstone left the Chambers for the rest of the day. SINGLE FAMILY MORTGAGE BOND ALLOCATION The Council, on Councilmember Humphrey's motion, Councilmember Carl-Mitchell's second, adopted a resolution approving transfer of the Austin Housing Finance Corporation single family mortgage bond allocation to Travis County. (4-0 Vote, Mayor Cooke, Councilmembers Barnstone and Urdy absent) ESCROW AGREEMENT The Council, on Councilmember-Humphrey's motion, Councilmember Carl-Mitchell's second, adopted a resolution approving the form and content of a Special Escrow Agreement with Citibank, N.A., New York, New York, for the deposit of funds in an amount sufficient to pay in full certain outstanding and unpaid obligations; authorizing the execution of such agreement and resolving other matters incident and related thereto. (4-0 Vote, Mayor Cooke, Councilmembers Barnstone and Urdy absent) AIRPORT MANAGEMENT SERVICES The Council, on Councilmember Carl-Mitchell's motion, Councilmember Humphrey's second, adopted a resolution approving action on a Professional Services Agreement between the City of Austin and Sverdrup Corporation for the Program Management Services for the new City of Austin Municipal Airport and authorization to proceed with Phase I Program Development Services (Total cost - $1,418,000.00) and approval of timeline. (4-0 Vote, Mayor Cooke, Councilmembers Barnstone and Urdy absent) - Council Memo WORKSESSION New Airport Project 3 1/17/89 Council met with the program manager for the new airport project to finalize Phase I period of service and schedule of milestone events for Council action. Motion The Council, on Councilmember Carl-Mitchell's motion, Councilmember Humphrey's second, approved the timeline for Phase I of the new airport project. (4-0 Vote, Mayor Cooke, Councilmembers Barnstone and Urdy absent) Psychiatric Emergency Services Council discussed the planned move of the psychiatric emergency service from Brackenridge Hospital.
