AUSTI FOUNDED Austin City Council MINUTES For January 17, 1989 10:00 Α.Μ. FOURTH FLOOR AUDITORIUM JOINT AISD/CITY COUNCIL COMMITTEE CENTRAL BRANCH, AUSTIN PUBLIC LIBRARY Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooke called to order the special called meeting of the Joint AISD/City Council Commitee. The Mayor noted the presence of Councilmembers Carl-Mitchell and Barnstone and Mayor Pro Tem Shipman. Members from AISD present were Ed Small, Gary McKenzie, John Lay, Bob West, and superintendent of schools, John Ellis. JOINT PURCHASES OF FUEL AND OTHER COMMODITIES The Committee was presented a report on the feasibility of inter-local agreements for the purchase of fuel and other commodities. Mayor Cooke said he would like the process to begin as soon as possiblle and asked AISD and City staff members to inform Council concerning information they get concerning inter-local agreements. COMMUNITY EDUCATION - UPDATE Charles Jordan discussed community education. He said there isless duplication and more coordination to meet the needs of community education in our City. Mayor Cooke said he would like to explore the possibility of having Austin Community College play the role in community education that the City of Austin now has. John Lay agreed with him. Mayor Cooke said he wanted to begin to work on this and bring ACC into the discussion. He said he wanted to hear preliminary thoughts on the idea at the next meeting of the Committee. CAPITAL METRO - UPDATE Tony Kouneski General Manager, Capital Metro, discussed the provision of some bus service for AISD. He said last fall they tried to show a plan of 15 buses for certain schools. This would have been a $500,000.00 savings to AISD. The cost to Capital Metro would have been $650,000.00. Mr. Kouneski said parents objected to the plan as well as bus drivers. He said he had nothing concrete to report concerning present plans for use of buses for schools. Mayor. Cooke said he wanted to look into this further. Mr. Kouneski said there are sub-contracting opportunities but that would take a lot of work. BOWIE HIGH SCHOOL OPENING - UPDATE Mike Hites said the problems concerning the Bowie High School opening have been solved. Susan Stove, AISD, thanked City staff for Council Memo their "outstanding help". 2 HISTORICAL ZONING FOR AISD PROPERTY - 1/17/89 PEASE ELEMENTARY SCHOOL Tracy Watson, Acting Deputy Director, OLDS, told the committee the Planning Commission recommended last April to designate Pease Elementary School with "H-Historical" zoning. It meets nine of the criteria needed for historical designation. Ed Small, representing AISD, said historical zoning limits what one can do with a building, and that it would add time and cost to what they need to do to Pease. Mayor Cooke said he hopes the historical zoning is approved, and the City will try to overcome any impediments. However, Mayor Cooke said, if AISD does not want historical zoning, he will support that. Mayor Pro Tem Shipman pointed out the fact that the Pease School site was designated, 150 years ago, as the first site of education in Austin. She said this should be commemorated with Austin's 150 year celebration. Councilmember Carl-Mitchell pointed out that "H" zoning only affects the exterior of a building and the staff can go over the details with members of AISD Committee. John Lay said AISD has kept Pease open and are aware of its historic nature. He said they have a problem concerning what legal body governs what legal body. Gary McKenzie asked if there is a category for honorary "H" zoning. Mayor Pro Tem Shipman told him there is not such a category. 1990 CENSUS EDUCATION REPORT Mayor Cooke said AISD and the City should work together when the census is taken. REVISED CALENDAR OF MEETINGS FOR 1989 All members Mayor Cooke proposed the Joint AISD/City Council Committee Meetings be held on the third Tuesday in April, July and October. of the Committee agreed. 183 PEDESTRIAN WALKWAY - STATUS REPORT He Jim Smith, Director of Transportation and Public Service Department, presented information on the 183 pedestrian walkway. He said the $514,000 price tag could be shared by State and City with Capital Metro putting in $125,000 and AISD could explore in-kind support. said this project is not in the City's CIP and the City does not have the money needed. John Ellis, Superintendent of Schools, stated AISD does not own the property and wondered why they should pay to build on it. ; Council Memo 3 1/17/89 Mayor Pro Tem Shipman pointed out it would be for the safety of the children. Ed Small stated they have safety problems all over the City. Further discussion was held and Mayor Cooke said he would give the information to Representative Delco. CITY OF AUSTIN ELECTRIC RATES Mayor Cooke discussed the recent electric rate decision by the City Council. He said, "We have complied with AISD requests". Mr. Small said AISD will participate in the rate case. Mayor Pro Tem Shipman expressed approval of their unanimity. Mr. Ed Small discussed the joint.roll. of the City of Austin and AISD. He said there has been a lot of agreement during the past year and "one of the reasons has been the cooperation of Acting City Manager John Ware". ADJOURNMENT The meeting was adjourned at 11:12 Α.Μ.
