TY OF AUSTIN FOUNDED EAS Austin City Council MINUTES For SPECIAL CALLED MEETING - January 31, 1989 Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: ! - 3:00 Ρ.Μ. Mayor Cooke called to order the special called meeting of the Council, noting the absence of Mayor Pro Tem Shipman and Councilmember Urdy. He explained Mayor Pro Tem Shipman was out of the City. WORKSESSION ITEMS A report was given by Gilbane Company concerning Civic Center Timeline. Council said they would like to make their final decision on the site for the civic center on February 28, 1989. They said there will be a bond election in August for revenue bonds for the center. The new City of Austin municipal airport update was presented. It was decided to proceed with selection of an RFP for the master plan designers. A legislative update was given by Gwen Webb, Acting Director of Intergovernmental Affairs. The board and commission 1989 work plan approval will be discussed on February 14, 1989 and February 16, 1989. PUBLIC HEARING BRACKENRIDGE TRACT Mayor Cooke opened the public hearing set for 3:00 P.M. on action on an agreement between the City of Austin and the University of Texas concerning future development of the Brackenridge Tract and legislation related thereto. Tracy Watson, Acting Deputy Director, Planning Department, told Council that the University of Texas is working with the City for a compatible plan for the tract. Michael Patrick, University of Texas Executive Vice-Chancellor for Asset Management, discussed the tract and asked Council to designate a group of five people to work on this with the University. He said the group should include neighborhood representatives and environmentalists. Mayor Cooke asked that this be posted for action to select a committee on February 7, 1989. Council Memo 2 Motion 1/31/89 The Council, on Councilmember Nofziger's motion, Councilmember Humphrey's second, voted to continue the public hearing on March 7, 1989 at 5:00P.M. (4-0 Vote, Mayor Pro Tem Shipman and Councilmember Urdy absent, Councilmember Carl-Mitchell out of the room.) CONSENT RESOLUTIONS The Council, on Councilmember Carl-Mitchell's motion, Councilmember Humphrey's second, adopted the following resolutions in one consent motion: (5-0 Vote, Mayor Pro Tem Shipman and Councilmember Urdy absent) Emergency Shelter Grant Approved of the Acting City Manager's emergency reallocation of the Texas Emergency Shelter Grant for FY 87-88 in the amount of $38,976.00 to existing emergency shelter grant contractors. Approved reallocating HUD's Emergency Shelter Grant for FY 87-88 in the amount of $32,000.00 to existing emergency shelter grant contractors. Contract Approved Approved the following contract: ARKWRIGHT INSURANCE COMPANY The Woodlands, Texas All Risk Property Insurance and Boiler and Machinery Insurance. Approval of a twelve (12) month contract. Risk Management Divi- sion, Law Department. Estimated amount $851,415 per year. 89-038-LS and 89-SO40-LS Five Year Financial Forecast Approved assumptions for use in preparing the Five Year Financial Forecast. EXECUTIVE. SESSION Mayor Cooke announced Council would enter into executive session pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation and for personnel matters.
