Y OF AUSTIA FOUNDED 1839 Austin City Council MINUTES For SPECIAL CALLED MEETING Council Chambers, 307 West Second Street, Austin, Texas - February 14, 1989 - 3:00 Ρ.Μ. Mayor Cooke called to order the regular called meeting of the Council, noting the absence of Councilmember Urdy. Mr. Al Fairweather, Chairman, Electric Utility Commission, announced they had no report for this meeting. MONTHLY MANAGEMENT REPORT John Moore, Director, Electric Utility, presented the Monthly Management Report (Fiscal, Operations, Fuel) NATIONAL MAIN STREET CONFERENCE BANNERS Kendall Daugherty, Downtown Austin Partners, appeared before Council to request vertical banners to be placed along 6th Street in conjunction with the National Main Street Conference. Motion The Council, on Mayor Pro Tem Shipman's motion, Mayor Cooke's second, adopted a resolution authorizing vertical banners to be placed along 6th Street, beginning February 22, 1989 for a period no longer than one month, in conjunction with the National Main Street Conference. (5-0 Vote, Councilmember Barnstone out of the room, Councilmember Urdy absent.) UTILITY CUSTOMER DELINQUENCY REPORT Joe Mangum presented the Monthly Utility Customer Service Office Active Delinquency Report. ENERGY CONTROL CENTER John Moore reported on the four options for replacement of the Energy Control Center. Motion The Council, on Mayor Pro Tem Shipman's motion, Councilmember Carl-Mitchell's second, approved option 3 for replacement of the Energy Control Center. (6-0 Vote, Councilmember Urdy absent) ! Council Memo 2 STATUS REPORT AND SALE OF EXCESS CAPACITY 2/14/89 John Moore discussed the Status of San Antonio City Public Service Coal Fueled Generation Project. Mr. Moore also reported on Austin's efforts to sell excess capacity. UTILITY SERVICE REGULATIONS AND CREDIT POLICIES The Council, on Mayor Pro Tem Shipman's motion, Mayer Cooke's second, waived the requirement for three readings and finally passed an ordinance amending Ordinance 850924-A; changing and adding provisions to the Utility Service Regulations; Utility Credit Policies. (6-0 Vote, Councilmember Urdy absent) INDEPENDENT AUDIT OF ELECTRIC BILLING ISSUES Council had before them for consideration approval to enter into a contract between the City of Austin and Cresap, A Towers Perrin Company in the amount not to exceed $196,000.00 to complete Phases II and III of the independent audit of electric billing issues. Acting City Manager Barney Knight recommended "deferment of implementation of Phases II & III until spring of 1990, and put ourselves in a posture so as soon as it's done we can be in a posture managerially to act on the recommendations and we don't have another expensive consultants product put on the shelf and ignored." Motion The Council, on Mayor Pro Tem Shipman's motion, Mayor Cooke's second, approved the Acting City Manager's recommendation and requested that Phase II be considered in next year's budget, but prior to that the City Manager report should go to the Electric Utility Commission. (6-0 Vote, Councilmember Urdy absent) ADJOURNMENT Council adjourned its meeting at 4:37 P.M.
