FOUNDED .... Austin City Council MINUTES For SPECIAL CALLED MEETING - March 07, 1989 Council Chambers, 307 West Second Street, Austin, Texas - 3:00 Ρ.Μ. Mayor Pro Tem Shipman called to order the special meeting of the Council, noting the absence of Mayor Cooke and Councilmember Urdy. ANNEXATION PUBLIC HEARING - Mayor Pro Tem Shipman opened the public hearing set for 3:00 P.M. to consider full purpose annexation of the following: a. b. c. Approximately 103 acres of land on the east side of I-35 and south of Braker Lane. C7a-89-004 Approximately 58 acres of land at Hwy. 183 and Anderson Mill Road. C7a-89-005. Approximately 2,200 acres of land at the northwest intersection of RM 2222 and RM 620. C78-89-006. Barney Knight, Acting City Manager, said it was recommended Council terminate annexation of each of these because of the fiscal report. Councilmember Carl-Mitchell said if the City cannot afford to annex these parcels of land, then Council should dismiss them. MotionThe Council, on Councilmember Nofziger's motion, Councilmember Humphrey's second, closed the public hearing, and voted to. NOT annex any of the three properties at this time. AUSTIN PLAN The Council, on Councilmember Carl-Mitchell's motion, Councilmember Humphrey's second, approved the Planning Commission schedule during review of the Austin Plan. (5-0 Vote, Mayor Cooke and Councilmember Urdy absent) Council Memo 2 WORKSESSION WITH LCRA BOARD SCHEDULED 3/7/89 The Council, on Councilmember Carl-Mitchell's motion, Councilmember Humphrey's second, scheduled a joint worksession with represen- tatives of the LCRA Board to discuss water quality goals and objectives for May 2, 1989. (5-0 Vote, Mayor Cooke, Councilmember Urdy absent) DESIGN COMMISSION The Council, on Councilmember Humphrey's motion, Councilmember Nofziger's second, waived the requirement for three readings and finally passed an ordinance increasing the membership of the Design Commission from seven to nine. (5-0 Vote, Mayor Cooke, Councilmember Urdy absent.) WORKSESSION ITEMS An ordinance will be brought back to Council concerning procedural and ordinance changes for properties subject to right-of-way condemnation. Postponed to March 9, 1989 is a discussion of Dobbs House, Inc. Hugh Standerfer, Planning Department, discussed the AustinPlan. Austin Airport Update The Council, on Councilmember Barnstone's motion, Councilmember Carl-Mitchell's second, instructed the removal of item 4h from the RFP concerning the airport (anti-lobbying clause). (5-0 Vote, Councilmember Urdy and Mayor Cooke absent.) FIVE YEAR FINANCIAL FORECAST The Five-Year Financial Forecast for Fiscal Years 1988-89 to 1993-94 was discussed. PUBLIC HEARING CANCELLED The continued hearing and action on an agreement between the City of Austin and the University of Texas concerning future development of the Brackenridge Tract and legislation related thereto was cancelled.
