OF AUSTIN FOURBID 1889 Austin City Council MINUTES For March 21, 1989 - 10:00 Α.Μ. GIVENS RECREATION CENTER Council Chambers, 307 West Second Street, Austin, Texas - - SPECIAL CALLED MEETING 3811 EAST 12TH STREET Mayor Cooke called to order the special called meeting of the Council, noting the absence of Councilmember Urdy and Mayor Pro Tem Shipman, who entered the meeting at 12:20 P.M. and 1:30 Ρ.Μ., respectively. ZONING ORDINANCE The Council, on Councilmember Barnstone's motion, Councilmember Nofziger's second, passed through second/third readings of an ordinance amending Chapter 13-2 of the Austin City Code (Land Use) to cover the following changes: a. FRANKLIN FEDERAL BANCORP 6504 Bridge Point Parkway By David C. Bodenman C14-89-0001 From "GR" & "LO" Το "LI-CO" EMERGENCY PASSAGE OF ORDINANCE First reading on March 9, 1989, (5-0). Councilmember Barnstone and Councilmember Humphrey out of the room at roll call.) ITEMS POSTPONED Postponed was the City Manager Report on Colorado River Water Quality Issues. Also postponed was the worksession item on Discussion of amendments to the Dobbs House, Inc. Contract. PUBLIC SAFETY SYSTEM SUMMIT A worksession was held on Public Safety System Summit. Assistant City Manager Libby Watson presented an overview of the budget for the Police Department and the Fire Department. She also gave the status report on six joint projects of the two departments: E911 Communication Center, Implementation of CAD, RFP Status of MDT, Police/Fire Training Center, I-NET Video Training Project, and Critical Incident De-Briefing. Mary Ann Porter, Attorney for Austin Police Department, Chief of Police Everett and Fire Chief Roberts continued with discussion of their departments concerning morale, budget, safety, problems of crime and fire fighting, and new programs and equipment which are being implemented. RECESS Council recessed its meeting from 12:30 P.M. to 1:24 Ρ.Μ. - Council Memo PUBLIC SAFETY SYSTEM SUMMIT - 2 Continued 3/21/89 Chief Roberts continued with the worksession discussion on Public Safety System Summit. The worksession was interrupted for discussion and passage of the following resolutions. AIRPORT CONSULTANTS The Council, on Councilmember Carl-Mitchell's motion, Mayor Pro Tem Shipman's second, adopted a resolution approving the following for overall Airport Master Plan Consultant: P&D Technological/Murfee Engineering & Co. (7-0 Vote) The Council, on Councilmember Carl-Mitchell's motion, Mayor Pro Tem Shipman's second, adopted a resolution approving Page Southerland & Page/Thompson Consultants International for terminal and buildings Master Plan Consultant. (7-0 Vote) PUBLIC SAFETY SYSTEM SUMMIT - Continued Assistant Chief Roy Sanders, Police Department, discussed field services. Captain Billy Spence, Chief of Patrol Bureau, explained sectors and committed time shifts. Assistant Chief George Phifer explained support services and support of patrol functions. EXECUTIVE SESSION Mayor Cooke announced Council would go into executive session, pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation and for personnel matters. No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for the meeting. 1. Pending Litigation - Section 2, Paragraph e (a) City of Austin v. Houston Lighting and Power (b) Sierra Club v. FAA #88-1820 (c) CMI v. LCRA/City of Austin (d) Potential litigation re: LCRA, City of Austin/Arco Coal Contract RECESS AND ADJOURNMENT Council recessed its meeting from 4:00 to 4:22 P.M. and adjourned its meeting at 4:25 P.M. after Mayor Cooke announced no action would be taken by Council as a result of the executive session. No other items on the agenda were discussed.
