نام FOUNDED TIN 1939 Austin City Council MINUTES For SPECIAL CALLED MEETING - April 25, 1989 ANNEX FIRST FLOOR CONFERENCE ROOM Council Chambers, 307 West Second Street, Austin, Texas - - - 3:00 P.Μ. 307 WEST SECOND Mayor Cooke called to order the special called meeting of the Council, noting the absence of Councilmembers Urdy and Nofziger. CONVENTION CENTER Council had before them for consideration an ordinance transferring $174,500.00 from the Convention Center Reserve Fund to the Convention Center CIP Fund for the services of David Armbrust with the law firm of Armbrust & Brown for legal/real estate services, W.F. Smith for appraisal services, and Coopers & Lybrand for updating the Market, Financial, and Economic Impact Analysis in connection with the Convention Center Project. After discussion the following motions were made: Motion Councilmember Carl-Mitchell made a motion, seconded by Mayor Cooke to retain W.F. Smith Co. to do the appraisal footprint for $73,000.00; retain David Armbrust to do the legal and real estate work on each one of the individual parcels, representing the City, not to exceed $30,000; and proceed with Coopers and Lybrand with their proposal and ask the City Manager to continue to work with them to see if we can negotiate any parts of the price of the total package as it deals with trying to be very prudent and what numbers are needed prior to the bond election. Councilmember Humphrey asked what the hourly rate is for Coopers & Lybrand and was told it is $180.00 an hour. City Manager Barnett said she wanted to clarify that all amounts are not to exceed those specified "if we can bring it in lower we certainly will". Councilmember Carl-Mitchell suggested they divide the question because both Councilmembers Humphrey and Barnstone had expressed reservations about spending the money for an updated market analysis. Mayor Cooke said, "We have the motion and we will divide all three parts". Results are as follows. Motion The Council, on Councilmember Carl-Mitchell's motion, Mayor Cooke's second, waived the requirement for three readings and finally passed an ordinance approving W.F. Smith for appraisal services and transferral of $73,000 from the Convention Center Reserve Fund to the Convention Center CIP Fund to do the appraisal footprint. (5-0 Vote, Councilmembers Urdy and Barnstone absent.) Council Memo 2 Motion 4/25/89 The Council, on Councilmember Carl-Mitchell's motion, Mayor Cooke's second, waived the requirement for three readings and finally passed an ordinance transferring $30,000.00 from the Convention Center Reserve Fund to the Convention Center CIP Fund to retain David Armbrust to do the legal and real estate work on each one of the individual parcels. (5-0 Vote, Councilmembers Urdy and Nofziger absent.) Motion The Council, on Councilmember Carl-Mitchell's motion, Mayor Cooke's second, passed through FIRST READING ONLY of an ordinance transferring an amount not to exceed $25,000.00 from the Convention Center Reserve Fund to the Convention Center CIP Fund for Coopers & Lybrand for updating the market impact analysis in connection with the Convention Center Project. (4-1-0 Vote, Councilmember Barnstone voted No, Councilmembers Urdy and Nofziger absent.) Motion The Council, on Councilmember Carl-Mitchell's motion, Mayor Cooke's second, adopted the following resolutions, 5-0 Vote, Councilmembers Urdy and Nofziger absent. - Approved selection and contracting with the W.F. Smith Company for appraisal services for the properties located on Site F for the Convention Center Project for a total cost of $89,000.00 - Approved retaining David Armbrust with the law firm of Armbrust & Brown for legal/real estate services associated with the acquisition of properties on Site F for the Convention Center Project. WORKSESSION - CONVENTION CENTER Council held a worksession after being given a Status Report on Convention Center Project. They discussed the timeline and Mayor Cooke said he wanted a committee to meet several times before May 15, 1989. Mayor Cooke said he would chair the committee and appointed Councilmembers Barnstone and Carl-Mitchell as members. The first meeting was set for April 28, 1989. PERSONNEL SUMMIT : Joe Canales, Director of Human Services discussed the City Council Report on Personnel Issues. Mayor Cooke wants a further report before May 30, 1989. ADJOURNMENT - Council adjourned its meeting at 5:45 Ρ.Μ.
