FOUNDID 2010 Austin City Council MINUTES For SPECIAL CALLED MEETING TOWN LAKE CENTER - June 06, 1989 - 721 BARTON SPRINGS ROAD Council Chambers, 307 West Second Street, Austin, Texas Mayor Cooke called to order the special called meeting of the Council, noting the presence of all Councilmembers. EXECUTIVE SESSION Mayor Cooke announced Council would enter in executive session pursuant ot Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquistion. No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for the meeting. RECESS Land Acquisition - Section 2, Paragraph f (1) Status of land acquisition for the Convention Center Council recessed for executive session from 1:17 to 3:25 Ρ.Μ. NO ACTION ON RESOLUTION Mayor Cooke announced, at the conclusion of the executive session, that no action would be taken on a resolution authorizing the City Manager to take appropriate action for property acquisition for the convention center. Mayor Cooke said no decision had been made during executive session and said this would be considered again at the regular June 8, 1989 Council meeting. METRO GOVERNMENT UPDATE Waggoner Carr presented the report from the Action for Metropolitan Government Committee concerning Metro Government. After his summary he said the Committee had the following recommendations: 1. Both governing bodies should forward the report to appropriate department heads in both bodies. They should then report back by July 1, 1989 how they can incorporate the suggestions in their 1989-90 budgets. Also reported should be a time table of importance to their respective areas. The members of the Committee want to have copies of the reports. 2. City and County should monitor the progress so the ! Council Memo i 2 6/6/89 report does not lie dormant. 3. The Committee recommends one new agency for information services and one additional department head, a County Fire Marshal. 4. Look carefully at the displacement of personnel and give consideration to moving them to other departments. Mr. Carr pointed out that there will be a problem with retirement issues and they will study that further. Mayor Pro Tem Shipman said the City will not be able to do the reports in four weeks because of beginning the budget deliberations. RECESS Council recessed its meeting from 4:42 to 4:55 Ρ.Μ. FINANCIAL POLICIES City Manager Barnett and Financial Director Hart presented an overview of the Financial Management Policy and highlighted the key points. A copy of Financial Management Policy is on file in the City Clerk's office. KEY BUDGET DECISIONS - A copy of the City of Austin, Texas 1989-90 Key Budget Decisions is on file in the City Clerk's office. City Manager" Barnett said she would like to have input concerning the decisions. Members of the Council discussed the tax rate and generalobligation debt and made the following motions: Motion The Council, on Councilmember Carl-Mitchell's motion, Councilmember Urdy's second, agreed the tax rate will not exceed Peveto of 8%, or the effective rate, whichever is less. (6-1 Vote, Councilmember Barnstone voted No.) Motion The Council, on Council Carl-Mitchell's motion, Mayor Cooke's second, agreed that the CAP on the issuance of General Obligation debt shall be $25,000,000.00. (6-0 Vote, Mayor Cooke had left the room during discussion and before the roll was called.) Discussion of key budget decisions will continue on June 8,1989. ADJOURNMENT Council adjourned its meeting at 6:00 Ρ.Μ.
