FOUNDED 1939 Austin City Council MINUTES For - June 20, 1989 REGULAR CALLED MEETING AS ELECTRIC UTILITY BOARD OF DIRECTORS Council Chambers, 307 West Second Street, Austin, Texas - - CONVENING 3:00 Ρ.Μ. Mayor Pro Tem Shipman called to order the meeting of the Council convening as the Electric Utility Board of Directors, noting the absence of Mayor Cooke, who was out of the City on official business. ELECTRIC UTILITY REPORT Albert Fairweather, chairman, Electric Utility Commission, presented a report on their position concerning CIP documents and the FY89-90 ratesetting schedule. Copies of their motions are on file in the City Clerk's office. Motion The Council, on Councilmember Humphrey's motion, Councilmember Carl-Mitchell's second, referred the idea of a three year rate program to the Electric Utility Commission for their recommendation. (5-0 Vote Mayor Cooke absent, Councilmember Urdy out of the room.) CITY MANAGER REPORTS John Moore presented the Monthly Management Report (Fiscal, Operations, Fuel). Joe Mangum discussed the Monthly Utility Receivable Report. CONSENT RESOLUTIONS The Council, on Councilmember Carl-Mitchell's motion, Councilmember Nofziger's motion, adopted the following resolutions all in one consent motion: (5-0 Vote, Mayor Cooke and Councilmember Barnstone absent) Contracts Approved Approved the following contracts: Dalworth Quickset Co. Inc. 1900 Rilling Road San Antonio, Texas 78214 - Twelve Month Supply Agreement for Precast Concrete Manholes, Electric Utility Department Total $48,300.00 89-0144-DC Council Memo General Electric Supply Company 1550 Northeast Loop 410 Suite 206 San Antonio, Texas 78209 The L.E. Myers Company 1010 Jorie Blvd. Oak Brook, Illinois 60521 Lufkin Creosote Co., Inc. P.O. Box 1207 Lufkin, Texas 75902 2 6/20/89 - Capital Improvement Program - 138KV Protective Relays for Hi Cross, Salem Walk and Grove (Sematech) Substations, Electric Utility Department Total $119,526.00 89-0191-)M - Capital Improvement Program Overhead Distribution Facilities South 1st and Lightsey to IH 35. Electric Utility Department Total $156,081.26 89-C033-JJ - Capital Improvement Program - Twelve Month Supply Agreement for Pine Poles. Electric Utility Department Total $507,084.86 89-180-RD Electric Ratesetting Process Amended the resolution establishing the Electric Ratesetting Process. Electric Wheeling Contracts. Approved electric wheeling contracts between the City of Austin and the following entities: 1. Texas Municipal Power Agency 2. Central Power and Light Fayette Power Project Park Authorized a lease and operation of Fayette Power Project Park areas by Fayette County. Interlocal Agreement Approved entering into an Interlocal Agreement between the City of Austin and the Lower Colorado River Authority for loan to LCRA of five 138 KV Vee air switches. GTE Granted General Telephone Company (GTE) of the Southwest an Easement for construction of a fiber optic communications cable on Fayette Power Project property. Council Memo ITEM POSTPONED 3 6/20/89 : Postponed to June 29, 1989 is approval of a professional services contract with Diversified Utility Consultants, Inc., Ms. Annette LoVoi and Mrs. Jeanine Lehman, in an amount not to exceed $98,000 for a Consumer Advocate to represent the residential and general service non-demand during the FY89-90 electric rate process. LEAST COST RESOURCE PLANNING PROJECT REJECTED The Council, on Councilmember Barnstone's motion, Councilmember Humphrey's second, REJECTED a resolution authorizing and approving a professional services agreement in the amount of $140,950.00 with Energy Management Associates for Integrated Lease Cost Resource Planning Project. (5-1 Vote, Mayor Cooke absent, Councilmember CarlMitchell voted No.) EXECUTIVE SESSION Mayor Pro Tem Shipman announced Council would go into Executive Session, pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation and for personnel matters. No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for the meeting. - Pending Litigation Section 2, Paragraph e (a) City of Austin v. Houston Lighting and Power (b) Claims filed related to suspension and termination of contract for construction of Resource Recovery Generating Plant RECESS AND ADJOURNMENT Council recessed its meeting at 4:46 P.M. for executive session and resumed its recessed meeting at 5:16 P.M. Mayor Pro Tem Shipman announced no action would be taken as a result of executive session and Council then adjourned at 5:17 P.M.
