Austin City Council MINUTES For October 12, 1989 - 10:00 Α.Μ. - SPECIAL CALLED MEETING Council Chambers, 307 West Second Street, Austin, Texas こ Mayor Cooke called to order the special called meeting of the Council, noting the absence of Mayor Pro Tem Shipman, Councilmembers Barnstone and Urdy. He announced the purpose of the meeting was to hold a worksession on the AustinPlan and listen to the Planning Commission's presentation. Mayor Cooke said he hopes the adoption of the AustinPlan will occur by December 14 and outlined a number of worksessions and public hearings which will be held between October 17 and December 14, 1989. City Manager Barnett pointed out that Council had received copies of the AustinPlan with comments concerning the Planning Commission's review. Mrs. Barnett recommended to Council the adoption of the Planning Commission's presentation. Scott Roberts, Chairperson, Planning Commission, told Council they had received recommendations from boards and commissions, department heads and the Chamber of Commerce. All entities had line by line recommendations for the AustinPlan which were incorporated into the Plan with the Planning Commission's recommendations. Mr. Roberts said that due to State legislation, the AustinPlan will not be self-enacting, but will be a guide to be implemented ordinance by ordinance. The Plan itself will be adopted by Ordinance and Council will take specific action on each item. Mr. Roberts began going over the AustinPlan by categories. Councilmember Humphrey left the Council Chamber at 10:55, therefore the Council lost its quorum. Discussion continued until 11:30 Α.Μ.
