FOUNDED RESO Austin City Council MINUTES For October 17, 1989 - MEETING AS ELECTRIC UTILITY BOARD TOWNLAKE CENTER, 721 BARTON SPRINGS ROAD Council Chambers, 307 West Second Street, Austin, Texas - 3 Ρ.Μ. Mayor Cooke called to order the meeting of the Council, noting the absence of Councilmember Carl-Mitchell. ELECTRIC UTILITY COMMISSION REPORT Robert Floyd presented the Electric Utility Commission Report. RESOURCE MANAGEMENT COMMISSION REPORT Kenialtes, chairman of the Resource Management Commission, presented a report. CITY MANAGER REPORTS ; John Moore, Director of Electric Utility, presented the Monthly Management Report (Fiscal, Operations, Fuel). Report on file in City Clerk's office. Phil Brown, Assistant Director, Electric Utility, presented the Monthly Utility Receivable Report. Report on file in City Clerk's office. ECONOMIC DEVELOPMENT INCENTIVE ELECTRIC RATE Council had before them for consideration an ordinance to establish an experimental economic incentive electric rate for manufacturing firms expanding their operations or locating their operations in the Austin Electric Utility service area. Friendly Amendment Councilmember Humphrey offered a friendly amendment to amend one phrase to say "highest possible cost effective quality". The friendly amendment was accepted. Contract Approved the following contract: Rochester Instrument Systems c/o Summit Controls, Inc. 720 Avenue F, Suite 108 Plano, Texas Purchase of remote digital fault recorders and sequence of events recorders for McNeil, Northland, and Seaholm substations, Electric Utility Department Total $227,033.00 Energy Control Center Approved a site for an Energy Control Center at the West Avenue location, 301 West Avenue. Electric Utility Easement Authorized release of electric utility easement of record in Volume 10831 at Page 205 of the Real Property Records of Travis County, Texas (2706 Montopolis Drive). Contract Awards Authorized and approved contract awards for anticipated FY89-90 expenditures for turbine generation and auxiliary maintenance overhaul for Holly and Decker Power Plants. Contract awards to go to Westinghouse Electric Corporation in the estimated amount not to exceed $320,000; General Electric Company in the estimated amount not to exceed $75,000; and additional original equipment manufacturers, in the estimated amount not to exceed $205,000; for a total estimated amount not to exceed $600,000. i ! FAYETTE POWER COAL TRANSPORTATION The Council, on Mayor Pro Tem Shipman's motion, Councilmember Urdy's second, adopted a resolution authorizing the City Manager or her designee to finalize and execute an amendment to the Fayette Power Project Coal Transportation Agreement. (6-0 Vote, Councilmember Carl-. Mitchell absent.) STANDBY AND SUPPLEMENTARY ELECTRIC SERVICE ; The Council, on Mayor Pro Tem Shipman's motion, Councilmember Urdy's second, adopted a resolution authorizing the City Manager or her designee to enter into a contract with the University of Texas at Austin for standby and supplementary electric service from the City of Austin. (6-0 Vote, Councilmember Carl-Mitchell absent) ITEM CONTINUED Continued to October 19, 1989 is consideration to authorize the City Manager and/or her designee to enter into a contract to provide a pumping service to deliver raw water from the Colorado River to Buster Creagh, Inc., for the purpose of irrigating a golf course. EXECUTIVE SESSION Mayor Cooke announced Council would enter into executive session, pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation, and for personnel matters. No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for the meeting. Pending Litigation - Section 2, Paragraph e: (a) City of Austin v. Houston Lighting and Power (b) City of Austin v. Public Utility Commission (Appeal of PUC Docket 6560 Order.) RECESS Council recessed its meeting from 5:00 to 5:34 P.M. for executive session. Council Memo SETTLEMENT 4 - NO ACTION 10/17/89 Motion Councilmember Barnstone made a motion to adopt a resolution authorizing settlement of Cause No. 401,565 City of Austin v. Public Utility Commission of Texas, et al, which had been discussed in executive session. ADJOURNMENT Councilmember Nofziger made a motion to adjourn, stating that such motion takes precedent over any other motion. Councilmember Humphrey seconded the motion, which passed by a vote of 4-1 with Councilmember Barnstone voting No, Mayor Pro Tem Shipman out of the room, Councilmember Carl-Mitchell absent. Council adjourned its meeting at 5:45 Ρ.Μ.
