FOUNDED 1839 Austin City Council MINUTES こ For October 19, 1989 - - Special Called Meeting First Floor Assembly Room Townlake Center Council Chambers, 307 West Second Street, Austin, Texas 10:00 Α.Μ. Mayor Cooke called to order the special called meeting of the Council at 10:00 A.M. noting that there was not a quorum, therefore the meeting did not officially begin, although there was discussion concerning the New City of Austin Airport Status Report presented by members of Watson-Sverdrup. At 10:30 A.M. the meeting officially began when there was a quorum. Mayor Cooke then noted the absence of Mayor Pro Tem Shipman, Councilmembers Humphrey and Urdy. Discussion of the new Austin airport continued, with comments concerning the utilities for the new airport, design needs, terminal and buildings, and a look into what future reports will contain. Mayor Cooke asked that the presentation be made to Congressman Pickle. Mayor Cooke continued with his concerns of funding the new airport. He said the factor of cost is very important on this project and said we should look at a partnership with another entity to share costs. He said having someone else build the terminal and then lease it back to the City could be one way. Mayor Cooke also stated that the roadway system to get to the airport needs to be aggessive and said the State and the Highway Department should be in lock step with the development of the airport. Another concern is what is going to happen to Robert Mueller. The next item for discussion was the AustinPlan - Nonphysical Elements. Tracy Watson went over water, energy, housing, urban design, cultural affairs, public and human services and public buildings. Council lost its quorum at 11:40 when Councilmember Barnstone left the meeting. Discussion was continued until 12:10 P.Μ.
