FOUNDID 283 Austin City Council MINUTES For - October 24, 1989 SPECIAL CALLED MEETING AUSTIN CITY COUNCIL/CAPITAL METRO BOARD Council Chambers, 307 West Second Street, Austin, Texas Mayor Cooke called to order the special called meeting of the Council, noting the absence of Councilmembers Urdy and Humphrey. Mayor announced the purpose of the meeting was to hold a joint worksession with the Capital Metro Board. The Steve Bayer, Capital Metro Board, introduced each item for discussion There was an update on the free fare program and the increase in ridership was noted and discussed. The next topic was the use of mobility funds for street repair, as well as signalization and streetscape projects. Councilmember Nofziger said he would like to see a bikeway parallel to the hiking trail from South 1st or Lamar to the west and back again. He said the bike trail should be separated from the walkers and joggers trail. Councilmember Nofziger asked for Capital Metro's cooperation on that when they are working on their streetscape projects. Other topics for discussion were the 1990 budget projections concerning transfer of ownership of Southern Pacific right-of-way, and the funding of convention center transit needs. Mr. Bayer said the Capital Metrol Board is meeting with members of the City staff and will recommend projects to be adopted. Transit/transportation concepts to the new airport was introduced by Mr. Bayer. He said among the possibilities are light rail as well as limousines. Mayor Cooke commented on his recent tour of the new Munich, Germany airport and said Austin should think ahead to what will be needed 75-80 years from now. He said plans should be made for light rail and a transportation hub system so there is a place for them to be built when the need arises in the future. Terry Murphy gave a presentation on air quality and told about the fuels being used by buses. Mayor Cooke announced the business part of the meeting was over and adjourned the meeting at 3:25 P.M. All those present were invited to participate in a guided tour of Capital Metro facilities.
