FOUNDED B Austin City Council MINUTES For November 14, 1989 SPECIAL CALLED MEETING - ELECTRIC UTILITY BOARD Council Chambers, 307 West Second Street, Austin, Texas Mayor Pro Tem Shipman called to order the meeting of the Council, meeting as the Electric Utility Board, noting the absence of Mayor Cooke and Councilmember Urdy. ELECTRIC UTILITY COMMISSION REPORT Robert Floyd, Chairman, Electric Utility Commission, presented their report to Council. RESOURCE MANAGEMENT COMMISSION The Resource Management Commission Report was presented by Ken Altes. CITY MANAGER REPORTS John Moore, Director of the Electric Utility, presented the Monthly Management Report (Fiscal, Operations, Fuel); as well as the Monthly Utility Receivable Report and Report on Utility Customer Service Office Reorganization. UCSO PHONE SYSTEM The Council, on Councilmember Carl-Mitchell's motion, Councilmember Nofziger's second, waived the requirement for three readings and finally passed an ordinance amending the 1989-90 Operating Budget by reappropriating $162,763.00 in unencumbered/unexpended monies in the Ending Balance of the Electric Utility Fund, the Water and Wastewater Fund and the Environmental and Conservation Services Fund (Solid Waste Services). (5-0 Vote, Mayor Cooke and Councilmember Urdy absent.) The Council, on Councilmember Carl-Mitchell's motion, Councilmember Nofziger's second, adopted a resolution authorizing purchase of a phone system for Utility Customer Service Office from Southwestern Bell Telecom, 8911 Capital of Texas Highway, Suite 3100, Austin, Texas 78759, in the amount of $162,763.00. (5-0 Vote, Mayor Cooke and Councilmember Urdy absent.) CONSENT RESOLUTIONS The Council, on Councilmmber Carl-Mitchell's motion, Councilmember Humphrey's second, adopted the following resolutions all in one consent motion: (5-0 Vote, Mayor Cooke and Councilmember Urdy absent.) Council Memo 11/14/89 Page 2 Electric Utility Relocations Authorized the City's application for State Department of Highways and Public Transporation reimbursement for electric utlity relocations required by the widening of U.S. Highway 183 between MoPac (Loop 1) and McCann. Contract Approved a contract avard to Hevi-Duty Electric c/o Southway Electric Utilities, P.O. Box 9747, Austin, Texas 78758, for repair of a large transformer in an amount not to exceed $149,639. Interlocal Agreement Approved an interlocal agreement between the City of Austin and the Lover Colorado River Authority for planning, engineering and modification of the auto-transformer in an amount not to exceed $72,000.00. Contract Approved a contract award to Villalva-Cotera-Kolar, 1301 East 7th Street, Austin, Texas, for professional architectural services in connection with the Service Center Master Plan for the Electric Utility Department in an amount not to exceed $100,000.00. Councilmember Barnstone noted for the record: "The back-up material says not to exceed $100,000.00, whereas the resolution reads an estimated $100,000.00. I would rather have it say, not to exceed $100,000.00." Contract Approved a contract award to Priester-Mell and Nicholson, Inc., 601 East 56th Street, Austin, Texas for network transformers in an amount not to exceed $240,360.00. T.V. POLE RENTAL AGREEMENT The Council, on Councilmember Humphrey's motion, Councilmember Carl-Mitchell's second, adopted a resolution authorizing a T.V. pole rental agreement with Mission Cable. (5-0 Vote, Mayor Cooke and Councilmember Urdy absent.) Council Memo 11/14/89 Page 3 SOLAR ENERGY DISCUSSED Councilmember Nofziger introduced an item of discussion to Council concerning the use of solar energy for Austin's next electric utility power plant. Councilmember Nofziger said he would like this discussed and considered in the early part of 1990. ADJOURNMENT Council adjourned its meeting at 4:35 Ρ.Μ.
