{ AUSTI • Austin City Council MINUTES For November 22, 1989 - POLICY PLANNING & BUDGET COMMITTEE MEETING Council Chambers, 307 West Second Street, Austin, Texas Councilmember Carl-Mitchell called to order the meeting of the Policy Planning and Budget Committee, noting the presence of Mayor Cooke, Councilmembers Nofziger and Barnstone. It was noted that draft issue papers had been received from each member of the Council. City Manager Camille Barnett discussed the Council Retreat to be held December 6, 1989 at the Barton Creek Conference Center from 9:00 A.M. to 4:00 P.M. Dr. Barnett said the issue papers will be discussed at the retreat and Council will decide in what order they should be studied during future meetings and worksessions of the Council. Councilmember Barnstone left the meeting at 3:29 P.M., so there was no longer a quorum. Dr. Barnett went on to discuss plans for the coming year. She said she vouldlike discussion of the issuance of bonds for street improvements. Dr. Barnett said there should be vorksessions one full day each month and that the issues need to be coordinated with the audit plan. She noted that there will be a City financial discussion during the December 6, 1989 worksession. Elaine Hart, Director of Financial Services, discussed a forecast assumptions meeting to be held at the History Center and suggested speakers to invite to the meeting. Ms. Hart then explained the proposed Overview Ordinance for policy planning and finance. Mayor Cooke introduced a discussion concerning boards and commissions and said that Council should probably sunset some of them. Dr. Barnett suggested that members of the staff who work with boards and commissions should not make recommendations concerning them but she was not certain, as yet, how or who should make the recommendations. Dr. Barnett said that sunsetting should be done each year. Mayor Cooke said if four Councilmembers are on a committee and "if they do not attend, then kick them off!". He said appointments to Planning and Budget Committee and Audit and Finance Committee should be reaffirmed every October. The Committee adjourned its meeting at 4:15 Ρ.Μ. に
