Austin City Council MINUTES For WORKSESSION - February 06, 1990 - SPECIAL CALLED MEETING TOWN LAKE CENTER, 721 BARTON SPRINGS ROAD Council Chambers, 307 West Second Street, Austin, Texas - 1:00 Ρ.Μ. Mayor Cooke called to order the special called meeting of the Council, noting the absence of Councilmembers Urdy and Nofziger and Barnstone. Mayor Cooke announced the purpose of this meeting was an Issue Papers Worksession on Aviation and Environment and Conservation Strategic Plan. Mayor Cooke discussed the new airport at Manor and the redevelopment of Mueller Airport after it closes. He noted the presence of several consultants from Sverdrup/Gilbane. Paul Watson, Bill Wilson and Gary Blankenship all presented reports with use of charts. Charles Gates, Director of Aviation, went over the financial picture of the airport at Manor and illustrated by use of charts. As concerns Mueller Airport, he said a task force should be appointed to find out what the public wants and come forth with a proposal as to how much the property is worth. He said whatever is planned should be a taxable entity. Mr. Gates said Mueller Airport has little debt so the new airport is doable. Mayor Cooke asked for a time-line concerning Mueller and City Manager Barnett said there will be a conceptual plan by October 1, 1990. The Environment and Strategic Plan was presented to Council by Austan Librach. He illustrated his remarks by means of charts. Mr. Librach stressed focusing in on customer service and said there are six functional areas which the public views: Energy Conservation, Solid Waste, Water Quality, Environmental Protection, Transportation of Hazardous Materials, Water Conservation, and Air Quality.
