FOUNDED 1039 Austin City Council MINUTES For April 17, 1990 Council Chambers, 307 West Second Street, Austin, Texas Mayor Cooke called to order the meeting of the Council, meeting as the Electric Utility Board of Directors. He noted the absence of Councilmembers Carl-Mitchell and Urdy. They later arrived at 3:34 P.M. ELECTRIC UTILITY COMMISSION REPORT Robert Floyd, chairman, Electric Utility Commission, presented their report and recommendations to Council. Copy is on file in City Clerk's office. RESOURCE MANAGEMENT COMMISSION REPORT Altes. The Resource Management Commission Report was presented by Chairman Ken OAK HILL SUBSTATION The Council, on Mayor Pro Tem Shipman's motion, Councilmember Nofziger's second, adopted a resolution approving the selection of professional services with Espey Huston & Associates of Austin for comprehensive routing and environmental studies for the Oak Hill Substation and related transmission line projects in an amount not to exceed $200,000.00. (5-0 Vote, Councilmembers Carl-Mitchell and Urdy absent) CONTRACT AWARDS The Council, on Councilmember Humphrey's motion, Councilmember Nofziger's second, adopted a resolution approving contract award for strip chart recorders to Leeds & Northrup, Inc., 15355 Vantage Parkway West Suite 101, Houston, Texas, in the amount not to exceed $75,751.28. (5-0 Vote, Councilmembers Carl-Mitchell and Urdy absent) The Council, on Councilmember Humphrey's motion, Mayor Pro Tem Shipman's second, adopted a resolution approving an eight month spot coal supply contract with Mobil Coal Producing Inc., Denver, Colorado, to provide coal to the Fayette Power Project in an estimated amount of $430,147.00. (5-0 Vote, Councilmembers Carl-Mitchell and Urdy absent) CITY MANAGER REPORTS (Councilmembers Carl-Mitchell and Urdy arrived during the presentation of the City Manager reports.) Council Memo 4/17/90 Page 2 Monthly Management Report (Fiscal, Operations, Fuel) John Moore, Director, Electric Utility, presented the Monthly Management Report. Copy is on file in the City Clerk's office. Monthly Utility Receivable Report The Monthly Utility Receivable Report was presented by Phil Brown, Assistant Director, Financial Services. PERFORMANCE STANDARDS FOR STP The Council, on Mayor Pro Tem Shipman's motion, Councilmember Nofziger's second, directed the City Manager to develop performance standards for the STP including capacity factor, availability factor, and total generating cost on historic basis as well as projections for the lifetime of the plant. The City Council should propose that these performance standards be adopted by the STP co-owners as measures for periodically evaluating the STP for its effect on electric bills and its economic value to the public. (5-0 Vote, Councilmembers Humphrey and Urdy out of the room) ELECTRIC UTILITY DEPARTMENT ISSUE PAPER John Moore, Director, Electric Utility, presented the Department Issue Paper. One of the issues defined was the recommendation that there be no rate increase included in the FY 1990-91 budget for the City of Austin. Mayor Pro Tem Shipman suggested Council direct the City Manager to proceed with the idea of no electric rate increase as recommended. Council unanimously agreed.
