AUSTA : : FOUNDED SEAS Austin City Council MINUTES For SPECIAL CALLED MEETING June 21, 1990 AUSTIN HISTORY CENTER 801 GUADALUPE - Council Chambers, 307 West Second Street, Austin, Texas - - WORKING RETREAT 9:00 Α.Μ. i Mayor Cooke called to order the special called meeting of the Council, noting the presence of all Councilmembers. Mayor Cooke announced the purpose of the meeting was a working retreat. He reviewed the agenda and reviewed Council resolution on goals and the work plan. Mayor Cooke went over the history of previous budget decisions and revieved the schedule for this year's budget. City Manager Barnett presented an overview of the proposed 1990-91 budget and reviewed the financial policies that affect the budget. Discussion was held on key budget decisions: property tax rate, wage and benefit levels, amount of debt issuance, use of one-time revenues, electric rate, water and wastewater rates, hospital rates, General Fund subsidy and amount of funding for uncompensated care at Brackenridge Hospital, amount of Utility transfers to General Fund and charges, amount of budget reductions required of departments, new fees and charges, and annexation. Reports were presented by several departments concerning current services/costs and policy budget. The first three reports heard were from Police, Fire and Emergency Services. Council recessed its meeting from 12:00 to 1:00 P.M. for lunch. When the meeting resumed the reports vere heard from the following departments: Library, Parks and Recreation, Environmental Services, Garbage Services/Recycling, Electric and Brackenridge Hospital. The meeting of the Council was adjourned at 4:20 Ρ.Μ. 1
