3322 ! 6 AUST FOURBID 1429 1° Austin City Council MINUTES For 1 SPECIAL CALLED MEETING SEPTEMBER 10, 1990 1:00 Ρ.Μ. ) Mayor Cooke called to order the Special Called Meeting of the Council, noting the absence of Councilmember Barnstone. PUBLIC HEARINGS 1 Mayor Cooke opened public hearings on the following: (1) Water/Wastewater Rates, Operating and Capital Budget (2) Electric Operating and Capital Budget Speaker's cards are on file in the City Clerk's Office. Motion The Council, on Councilmember Carl-Mitchell's motion, Mayor Pro Tem Urdy's second, closed the public hearing. (6-0 Vote, Councilmember Barnstone absent) EXECUTIVE SESSION Mayor Cooke announced that Council would go into executive session pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation and for personnel matters. No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for this meeting. 1. Pending/Contemplated Litigation Section 2, Paragraph e a. Discussion of Patricia Rogers et al v. City of Austin. RECESS Council recessed its meeting from 1:28 P.M. to 2:00 P.M. for executive session. No action was taken on the item discussed. ADJOURNMENT The Council, on Councilmember Nofziger's motion, Councilmember Larson's second, adjourned the meeting. (5-0 Vote, Mayor Pro Tem Urdy out of the room, Councilmember Barnstone absent.) i Motion Withdrawn Councilmember Epstein withdrew her motion and Councilmember Larson withdrew his second. Councilmember Epstein then read her questions into the record. Capital Budget 1 The Council, on Councilmember Barnstone's motion, Mayor Cooke's second, passed through FIRST READING of an Ordinance adopting and approving the Capital Budget for the fiscal year beginning October 1, 1990 and terminating September 30, 1991, and making appropriations for each department, project and account. (6-0 Vote, Mayor Pro Tem Urdy absent) Fees, Rates and Charges 1 The Council, on Councilmember Carl-Mitchell's motion, Councilmember Nofziger's second, passed through FIRST READING of certain ordinances authorizing fees, rates and charges for City services and use of City facilities. (6-0 Vote, Mayor Pro Tem Urdy absent) Water and Wastewater Rates The Council, on Councilmember Carl-Mitchell's motion, Councilmember Nofziger's second, passed through FIRST READING of ordinances adopting Water and Vastewater rates. (6-0 Vote, Mayor Pro Tem Urdy absent) Civil Service The Council, on Councilmember Carl-Mitchell's motion, Councilmember Nofziger's second, passed through FIRST READING of an ordinance providing for the number and rank of positions in the classified Civil Service of the Police Department and Fire Department. (6-0 Vote, Mayor Pro Tem Urdy absent) Drainage Fee and Fund The Council, on Councilmember Carl-Mitchell's motion, Councilmember Nofziger's second, passed through FIRST READING of an Ordinance amending Section 121 of Chapter 12-2 of the Austin City Code relating to the Drainage Fee and designating a Drainage Fund. (6-0 Vote, Mayor Pro Tem Urdy absent) Ad Valorem Taxes 1 The Council, on Councilmember Barnstone's motion, Mayor Cooke's second, passed through FIRST READING of an ordinance fixing and levying Municipal Ad "d Valorem taxes for the City of Austin, Texas, for the fiscal year 1990-91 at 56 cents; and for each year thereafter until otherwise provided; approval of property tax exemptions and for historic property, disabled persons and elderly persons; directing the assessment and collection thereof; validating all prior Ad Valorem taxes. (4-2 Vote, Councilmembers Nofziger and Carl-Mitchell voted No, Mayor Pro Tem Urdy absent) RECESS ! Council recessed its meeting from 3:40 to 3:50 P.M. At this point, Mayor Pro Tem Urdy entered the Council Chamber. OPERATING BUDGET The Council, on Councilmember Barnstone's motion, Mayor Cooke's second, passed through FIRST READING of an ordinance adopting and approving the Operating Budget for the fiscal year beginning October 1, 1990 and terminating September 30, 1991, and making appropriations for each department, project and account, with amendments (see prior motion).(4-3 Vote, Councilmember Nofziger, Mayor Pro Tem Urdy and Councilmember Carl-Mitchell voted No) ADJOURNMENT Council adjourned its meeting at 3:55 Ρ.Μ. !
