MUSTIT FOUNDED 3839 Austin City Council MINUTES For - SPECIAL MEETING - October 11, 1990 AUSTIN HISTORY CENTER, 810 GUADALUPE 9:00 Α.Μ. Mayor Cooke called to order the special called meeting of the Council, noting the absence of Councilmember Barnstone. He did arrive later, at 1:35 P.M., for the afternoon session. The Mayor announced the purpose of the meeting was to hold a retreat with discussion on several items. EXECUTIVE SESSION Mayor Cooke announced Council would enter into executive session pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation and for personnel matters. No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for the meeting. RECESS session. Pending/Contemplated Litigation - Section 2, Paragraph e b. Discussion of: 1) Yvette Schaefer v. City of Austin 2) William Howze v. City of Austin, Civil Action A-87-CA-012 (5th Circuit Court of Appeals) Council recessed its meeting from 9:16 to 9:35 P.M. for executive No action was taken as a result of discussion. DISCUSSION OF PERSONNEL POLICIES Joe Canales, Director of Human Resources, discussed the proposed new personnel policy. Discussion by Councilmembers followed. Mayor Cooke commented that the personnel policy should be as explicit as possible in order to be of benefit to the City. RECESS Council recessed for lunch from 12:15 to 1:34 Ρ.Μ. CITY COUNCIL GOALS AND WORKPLAN FOR FISCAL YEAR 1990-91 Council had a discussion of City Council Goals and Workplan for Fiscal Year 1990-91. The following motion was made: Motion Councilmember Nofziger made a motion, seconded by Councilmember Epstein to adopt a resolution establishing Policy Objectives, Planning Process and Workplan schedule for Fiscal Year 1990-91; the eight Policy Objectives being Airport, Community Policing, Convention Center, Economic Development, Environmental & Conservation, Health & Hospital, Youth-at-Risk & Child Care, and Solid Waste Disposal. DISCUSSION OF AIRPORT ISSUES Council had a discussion of Airport Issues and it was decided to put an item on the November 1, 1990 agenda concerning what to do concerning Bergstrom Air Force Base. EXECUTIVE SESSION Mayor Cooke announced Council would enter into executive session, pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation and for personnel matters.
