! OF FOUNDID BRA Austin City Council MINUTES : - SPECIAL CALLED MEETING 1:00 Ρ.Μ. TOWN LAKE CENTER April 02, 1991 : Mayor Cooke called to order the meeting of the Council at 1:10 P.M., noting the presence of Councilmembers Larson and Epstein. Mayor Cooke announced the purpose of the meeting was for a work session on financial issues. The meeting did not officially begin until 2:03 P.M., when Councilmember Barnstone arrived, making it a quorum. While there was a quorum, the Council went over key budget decisions. Councilmember Epstein said she would like to see the proposed budget with no change in effective tax rate. Council discussed need for street repairs and asked for a study of same by staff. Council also asked for a report on the revenue efficiency of a municipal tax on video games. There was agreement there should be an increase in EMS ambulance rates from $125.00 to $140.00. Health clinics as well as the Parks Board recommendation for a pool fee increase vere discussed. Councilmember Larson stated that "We need a dedicated fund for street repair" and suggested a $1.00 to $2.00 a month charge on the utility bills for road repair, even if it means taking away the street sweeping fee. City Manager Camille Barnett said that would need to be posted for action to get the Council's reaction. Ms. Barnett went over the information in the Issue Paper concerning utility transfer. Austan Librach, Director of Environmental Department, outlined the issues for the next five years: (1) Balcones Canyonland (2) Energy Conservation (3) Water Conservation (4) Water Quality (5) Austin Environmental Charter Amendment. At this point it was 2:46 P.M. and Councilmembers Barnstone and Epstein left the meeting, thus losing the quorum. Discussion continued for almost an hour longer.
