TUSTIN. FOUNDID 199 Austin City Council MINUTES For Council Chambers, 307 West Second Street, Austin, Texas SPECIAL CALLED MEETING 1:00 Ρ.Μ. September 10, 1991 Mayor Todd called to order the Special Called meeting of the Council, noting the presence of all members. 1:00 Ρ.Μ. PUBLIC HEARINGS - : 1. a. Proposed Water and Wastewater rates b. Proposed residential and commercial garbage collection fees Closed the public hearing, on Councilmember Garcia's motion, Councilmember Reynolds' second, 7-0 Vote. : Mayor Todd told Council that he would like to adjourn the meeting until 3:30 P.M. because Mayor Pro Tem Urdy would have to leave to teach a class and the Mayor wanted to have the entire Council present for all voting on the budget. There was discussion and the following motion was made: Motion The Council, on Councilmember Garcia's motion, Councilmember Nofziger's second, voted to recess the meeting until 3:30. Ρ.Μ. 4-2 Vote, Councilmembers Epstein and Larson voted No, Mayor Pro Tem Urdy abstained. RECESS The meeting was recessed from 1:23 to 4:00 Ρ.Μ. ORDINANCES 2. Approved second reading establishing a Transportation User Fee. (Estimated cost of implementation amount to $450,000.00; funding included in the 1991-92 Transportation Fund.) Approved first reading of an Ordinance adopting and approving the Operating Budget for the fiscal year beginning October 1, 1991 and terminating September 30, 1992 and making appropriations for each department, project and account, including the errata. On Mayor Pro Tem Urdy's motion, Councilmember Garcia's second, 7-0 Vote. Motion The Council, on Councilmember Epstein's motion, Councilmember Garcia's second, approved a motion to reconsider the above item. Motion passed by a vote of 7-0. Mayor Todd said the motion to reconsider was needed in order for Council to be able to vote on amendments to the operating budget. 1 MINUTES 2 9/10/91 Motion Still on Table Still on the table was the motion by Mayor Pro Tem Urdy, seconded by Councilmember Garcia to approve the first reading of an Ordinance adopting and approving the Operating Budget for the fiscal year beginning October 1, 1991 and terminating September 30, 1992 and making appropriations for each department, project and account, including the errata. Amendments to the Operating Budget Motion Councilmember Garcia made a motion, seconded by Councilmember Nofziger, to increase the proposed tax rate to $.6027 and to increase the property tax revenues by $5,514,214.00. Motion passed by a vote of 7-0. Motion : : : Councilmember Epstein made a motion to appropriate $1,660,900 for increased public safety, including 47 officers and 26 civilians to the Police Department. Councilmember Garcia seconded the motion, which passed by a vote of 7-0. Motion Councilmember Reynolds made a motion, seconded by Councilmember Nofziger, to amend the motion concerning health care as follows: (7-0 Vote) $400,000 North Austin Clinic, to open 9/92 250,000 Improved staffing & Saturday hours at South Austin Clinic 400,000 contracted primary medical care 160,000 health information system 142,000 prescription drugs 140,000 enhanced denture program $1,492,000 MINUTES 3 9/10/91 Motion Mayor Pro Ten Urdy made a motion, seconded by Councilmember Garcia to amend the proposed budget for the General Fund by including additional revenues of $941,641, deleting $50,000 in vage adjustments and decreasing the transfer to the Environmental Fund by $45,700 (for funding provided by the Drainage Fund). Friendly Amendment Councilmember Nofziger offered a friendly amendment to add $100,000.00 from the General Government CIP Fund for park maintenance. The amendment was accepted. Roll Call on Motion with Friendly Amendment 7-0 Vote : Motion : : The Council, on Councilmember Garcia's motion, Councilmember Reynolds second, voted to restore recreation hours at $59,000. 7-0 Vote. Motion Councilmember Nofziger made a motion, seconded by Councilmember Epstein to increase funding for parks maintenance by $100,000.7-0 Vote. Hotion Councilmember Reynolds made a motion, seconded by Councilmember Garcia to add $100,000.00 for UT walking beat. Motion passed by a vote of 6-0 with Councilmember Larson abstaining. Motion Councilmember Epstein made a motion, seconded by Councilmember Reynolds for two FIE's for revenue compliance (Finance) for $70,000. Motion passed by a vote of 7-0. Motion Councilmember Nofziger made a motion, seconded by Councilmember Reynolds to fund $160,00 for AIDS services (generic, specific agency to be determined later). 7-0 Vote. Motion The Council, on Councilmember Nofziger's motion, Councilmember Reynolds second restored the horticulture position for $6,000. 7-0 Vote. Motion The Council, on Mayor Pro Tem Urdy's motion, Councilmember Nofziger's second, restored library hours with funding of $72,000. 7-0 Vote. : Motion The Council, on Councilmember Epstein's motion, Mayor Pro Tem Urdy's second, voted to provide eight (8) additional park police for $216,000. 7-0 Vote. Roll Call on Main Motion to Approve Budget with Amendments Capital Budget 7-0 Vote Motion Councilmember Epstein made a motion, seconded by Councilmember Reynolds to approve first reading of an Ordinance adopting and approving the Capital Budget for the fiscal year beginning October 1, 1991 and terminating September 30, 1992, and making appropriations for each department, project and account. Friendly Amendment FAILED - Councilmember Nofziger offered a friendly amendment, seconded by Councilmember Garcia to delete the South Austin Outfall, Phase II, from the budget. Amendment FAILED by vote of 2-5 with Mayor Todd, Mayor Pro Ten Urdy and Councilmembers Epstein, Larson and Reynolds voting No. Amendments to Capital Budget : 4 Motion 1 Councilmember Larson made a motion, seconded by Councilmember Reynolds, to change the sizing of the South Austin Outfall from 42" to 48" as recommended by staff. Motion passed by a vote of 4-3 with Councilmembers Garcia and Nofziger and Mayor Todd voting No. Motion The Council, on Councilmember Epstein's motion, Councilmember Garcia's second, amended the Capital Budget by appropriating $37,500 to the Casvell Tennis Center. 7-0 Vote. Roll Call on Motion to Approve the Capital Budget, as Amended 7-0 Vote MINUTES 6 9/10/91 Ad Valorem Taxes Motion Councilmember Epstein made a motion, seconded by Councilmember Reynolds to approve first reading of an Ordinance fixing and levying Municipal Ad Valorem taxes for the City of Austin, Texas, in the amount of 60.27 cents for fiscal year 1991-92; and for each year thereafter until otherwise provided; approval of property tax. exemptions for historic property, persons with disabilities and elderly person; directing the assessment and collecting thereof; validating all prior Ad Valorem taxes. Motion passed by a vote of 7-0. Motion Fees, Rates and Services Motion Councilmember Garcia made a motion, seconded by Mayor Pro Tem Urdy to approve first reading of certain ordinances authorizing fees, rates and charges for City services and use of City facilities. Garbage Collection Fees Motion The Council, on Councilmember Garcia's motion, Councilmember Nofziger's second, approved first reading of an Ordinance adopting and approving monthly residential and commercial garbage collection fees. 6-1 Vote, Councilmember Epstein voted No. Civil Service Motion The Council, on Mayor Pro Tem Urdy's motion, Councilmember Garcia's second, approved first reading of an Ordinance providing for the number and rank of positions in the classified Civil Service of the Police Department and Fire Department. 7-0 Vote.
