(Estimated cost of implementation amounts to $450,000.00; funding included in the 1991-92 Transportation Fund. On Councilmember Garcia's motion, Councilmember Larson's second, 4-3 Vote, Councilmembers Epstein, Nofziger and Reynolds voted No. Approved third reading of an Ordinance setting & Transportation User Fee rate for Fiscal Year 1991-92, Option 3. :. On Councilmember Garcia's motion, Councilmember Larson's second, 4-3 Vote, Councilmembers Epstein, Nofziger and Reynolds voted No. ORDINANCES 3. Approved second reading of an Ordinance adopting and approving the Operating Budget for the fiscal year beginning October 1, 1991 and terminating September 30, 1992. On Councilmember Garcia's motion, Mayor Pro Tem Urdy's second, 7-0 Vote. ? 4. Approved second reading of an Ordinance adopting and approving the Capital Budget for the fiscal year beginning October 1, 1991 and terminating September 30, 1992, and making appropriations for each department, project and account. Nofziger "to amend the Capital Budget by changing the funding method for the transfer station ($1,579,000) from General Obligation Bonds to Certificates of Obligation and appropriating $725,000 to the Colorado River Park Project and adjusting the use of the CIP interest to fund the rquired debt service". Motion failed by a vote of 3-4 with Mayor Todd, Councimembers Epstein, Larson and Reynolds voting No. Motion Councilmember Garcia made a motion, seconded by Councilmember Reynolds to look for funding in the CIP at a later date. Approved second reading of an Ordinance fixing and levying Municipal Ad Valorem taxes for the City of Austin, Texas for fiscal year 1991-92 at 60.27 cents; and for each year thereafter until othervise provided; approval of property tax exemptions for historic property, persons with disabilities and elderly persons; directing the assessment and collecting thereof; validating all prior Ad Valorem taxes.
