YOAUSIAN E FOUNDID S Austin City Council MINUTES SPECIAL CALLED MEETING - April 22, 1992 TOWN LAKE CENTER - 3:00 Ρ.Μ. 1. Councilmember Nofziger called to order the special called meeting of the Council, noting the presence of all members except Mayor Todd. WORKSESSION 1. Airport Issue Paper 3:00 3:30 Ρ.Μ. Staff Presentation - - Assistant City Manager Joe Lessard introduced the discussion on the airport and said this would be the first of several discussions. The topic today, he said, would be related to the continuous operation of Robert Mueller Municipal Airport, including discussion of concession and airline agreements, Capital Improvements Program, redevelopment and a Five-Year Financial Plan. Also to be discussed is the new airport at Bergstrom as the issues relate to re-use, master planning and referendum. Charles Gates, Airport Director, discussed Robert Mueller. He said we are going to be there a little longer than anticipated, so contracts for services will soon run out, and measures must be taken to renew, re-bid, or extend contracts to last until a new airport is opened. Mr. Gates illustrated his report by means of charts. His report is on file in the City Clerk's office. 3:30 4:00 Ρ.Μ. - Council discussed the Airport Issue Paper 2. Bond Program 4:00 4:30 Ρ.Μ. - - Staff presentation Bill Stockton, Director of Public Works and Transportation, presented information for discussion of the bond program and whether at this point of the bond program planning process whether a bond election will be held in time to provide funding for FY 93. The current schedule is to hold a bond election on August 8, 1992. Since this is the same election date tentatively identified for the SOS initiative, staff wants to know whether Council may want to reconsider the plans for the bond election. MINUTES 1 4/22/92 Councilmember Epstein said no one on the Council has indicated they want to change the date of the bond election from August 8, 1992, unless they do, she asked staff to proceed with preparations as planned. Mr. Stockton continued his presentation and illustrated with slides. Copies of the slides are on file in the City Clerk's office. 4:30-5:00 Ρ.Μ. - Discussion of Bond Program Council began their discussion of the bond program. Councilmembers Garcia, Larson and Epstein left the meeting at 4:00, 4:08 and 4:10 P.M. thus losing a quorum to continue the meeting officially. Discussion did continue until 4:30 Ρ.Μ.
