: 6 Austin City Council MINUTES - May 27, 1992 SPECIAL CALLED MEETING TOWN LAKE CENTER - 1:30 Ρ.Μ. Mayor Todd called to order the meeting of the Council noting the absence of Mayor Pro Tem Urdy, who arrived later in the day. The Mayor announced the purpose of the meeting was to hold a worksession. VORKSESSION : 1. Public Improvement District for Downtown Management Program Jim Smith, Director of Public Works and Transportation, went over the report, and illustrated by use of slides, "Downtown Austin Public Improvement District". A copy of the report is on file in the City Clerk's office. Council asked questions concerning the security to be provided, what property will be excluded. They were told if the property would benefit from A PID then it would not be excluded. Councilmember Reynolds said he would not be in favor of a PID unless 70% of the property owners in the district were for it, rather than the recommended 50%. Councilmember Garcia asked questions concerning different areas in the PID. He said Brackenridge Hospital, Austin Police Department, the Municipal Court and Water and Wastewater should not be in the PID. Councilmember Nofziger thought that a PID, in general, could be very useful. Councilmember Larson stated that if a majority of the Council supports the idea, then he will also be supportive. Councilmembers Larson and Epstein agreed that City buildings should not be included. 2. Bond Program Staff presentation and discussion of the Bond Program was postponed to the May 28, 1992 regular meeting of the Council. EXECUTIVE SESSION Mayor Todd announced that Council would enter into Executive Session, pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to receive advice from Legal Counsel, to discuss matters of land acquisition, litigation and personnel matters. No final action will be taken on any subject or matter unless specifically listed on the agenda for this meeting.
