YO JOURDID 182 Austin City Council MINUTES - July 22, 1992 SPECIAL CALLED MEETING ROOM 303 MUNICIPAL BUILDING - 2:00P.M. Councilmember Garcia called to order the Special Called Meeting of the City Council Opportunities for Youth Subcommittee, at 2:20 P.M.,noting the presence of Councilmember Reynolds and Councilmember Larson. Mayor Todd arrived at 2:55 P.M., thus making it a quorum of the Council. Councilmember Garcia announced the purpose of the meeting was as follows: 1. Discussion of Opportunities for Youth Issue Paper recommendations (two (2) hour session) Alicia Perez, Assistant City Manager, introduced the discussion. Before Mayor Todd arrived Ms. Perez outlined the Apprenticeship Program to be initiated by the Electric Department. She told Council 10-12 youth, 18-23 years of age, will be in the program for 4-5 years. After they have finished their training and sucessfully passed the testing, they will become Journeyman, Electric and be employed by the City of Austin. This program is designed to target disadvantaged youth with a certain amount of skills in the field. Subcommittee members directed that this item be put on the August 18, 1992 agenda of the joint meeting with AISD Board. Ms. Perez discussed the child abuse programs now in effect and said the topic will also be dealt with in the next Legislative year. Also discussed were the 1,644 youth who are in the employ of the City of Austin this summer, as well as the EMS nine veek apprenticeship program. When Mayor Todd arrived at 2:55 P.M., there was a quorum of the Council. At this point Council discussed day care for City of Austin employees. They said a dollar amount must be set year around, per family, for full time and part time care. The day care program will be geared to limited income employees in the $13-19,000 bracket. Councilmember Reynolds commented that the dollars spent on children need to be focused at an early age. Councilmember Garcia said they need to look into neighborhood organizations getting together and organizing programs for gangs in the 10-14 year old range. The Council lost its quorum at 3:40 P.M., but discussion continued concerning the training of supervisors of youths who are working for MINUTES 1 7/22/92 the City.
