YOF AUST FOUNDED 1839 Austin City Council MINUTES 1 SPECIAL CALLED MEETING August 26, 1992 TOWN LAKE CENTER 9:00 Α.Μ. - Mayor Todd called to order the special called meeting of the Council, noting the absence of Mayor Pro Tem Urdy. BUDGET WORKSESSION 1. 9:00 a.m. Water and Wastewater Cost of Service Study and Operating Budget Randy Goss, Director of Water and Wastewater, presented his department's budget to Council, illustrated by means of slides. RECESS Council recessed its meeting from 10:45 to 11:23 Ρ.Μ. 10:30 a.m. BOND REFUNDING (Items 2-4) 2. 3. 4. Approve an ordinance authorizing the issuance of City of Austin, Texas Combined Utility Systems Revenue Refunding Bonds, Series 1992B, including approval and authorization of a Purchase Contract and Special Escrow Agreement and the Official Statement pertaining thereto. Approve a resolution authorizing the execution of a Paying/Agent Registrar contract with Ameritrust Texas, N.A. in relation to such Bonds. Approve a resolution authorizing the redemption of certain outstanding bonds of the City of Austin. Items 2-4 were postponed. ITEMS CONTINUED FROM PREVIOUS MEETING (Items 5-7) 5. Approve a resolution directing publication of notice of the City's intention to issue certificates of obligation for acquiring, constructing and installing additions and improvements to the City's solid waste disposal system and facilities and golf courses, and acquiring and installing equipment and materials for improvements to the City's public library facilities. : $5,405,000 on Councilmember Garcia's motion, Mayor Todd's second, 6-0-1 Vote, Councilmember Epstein abstained. 1. Approve a resolution for a bond sale to be held on September 22, 1992, in the amount of $50,000,000 to finance (certain) capital improvements. : Motion Councilmember Garcia made a motion, seconded by Councilmember Nofziger to adopt the City Manager's recommendation with the following changes: 1. Fund land acquisition for additional libraries as follows: Dove Springs Vindsor Park Zaragosa $30,000 500,000 255,000 $785,000 2. Reclassify $8 million from BCCP land acquisition to "undesignated", with the understanding that if the Council approves the plan and the other bond ordinance conditions are met, the $8 million will be allocated to BCCP land purchase. 3. Delete $600,000 from the Senior Center parking garage and add to Barton Creek land purchase, with direction to the City Manager to bring back plan for resolving parking problems at the Lamar and 29th Street site. 4.
