N FOUNDEO Austin City Council MINUTES SPECIAL MEETING TOWN LAKE CENTER - - September 28, 1992 4:30 Ρ.Μ. Mayor Pro Tem Urdy called to order the meeting of the City Council Aviation Subcommittee noting the presence of all members, with the exception of Councilmember Epstein, who was absent. The Subcommittee had a discussion on and approval of Bergstrom Master Plan Alternative Analysis. Assistant City Manager Joe Lessard updated the Committee concerning the Bergstrom Master Plan. He said the matrix was approved in July and Council needs to give direction concerning the preliminary plan. Discussion followed concerning the question of runways, whether two would be needed. Mr. Bill Dunlay, Peat Marwick, said two are recommended because it is a bad idea to mix fast and slow aircraft on the same runway. He described the different kind of runways that could be constructed. Gene Lewis, Peat Marwick, introduced three terminal alternatives to the Committee, the Atrium, Tampa Landside and Pier Finger. FAA recommends the Pier Finger, but Mr. Lewis recommends the Atrium. He said it is user friendly, would fit into the 12-20 year plan, is more secure, lower operational cost and would have 30 gates as compared to the 16 gates at Robert Mueller. Jim Chamier, Peat Marwick, discussed the airport access. He recommended a north access from Highway 71 because there is already in place a main road leading in from Highway 71 with a newly constructed main entrance. It would be cost efficient because it already exists. There was some concern regarding access for deliveries to businesses and access for the Air Force Reserve. Mr. Dunlay summarized the meeting by requesting approval of the Preliminary Phase I Plan. He requested approval of all suggestions made with further investigation of the access by EIS. Motion The Aviation Subcommittee, on Mayor Todd's motion, Councilmember Larson's second, approved the parallel runway, atrium terminal and north access to terminal for Bergstrom Airport Master Plan.
