Austin Sets Budget, Taxes, and Service Fees

  • Annual Budget and Tax Rate Approved:

    Finalized the city's operating and capital budgets for the upcoming fiscal year. A new property tax rate was set at $.5625, while maintaining exemptions for historic properties, disabled individuals, and seniors.
  • Boosted Funding for Key Public Services:

    Approved significant budget amendments allocating funds to increase police cadet classes, equip EMS with bulletproof vests, expand library hours and job information centers, enhance health services for children and teens, and strengthen park programs including after-school activities and senior lunches.
  • Adjusted Utility and Residential Fees:

    Established new retail water and wastewater rates, with electric utility rate negotiations ongoing. A residential solid waste fee was finalized at $11.64, and fees for handicap parking zones were doubled.
  • Support for Arts and Retiree Benefits:

    Committed over $1.8 million in contracts to various local cultural arts organizations and approved multi-year 2% benefit increases for retired Police and Fire Civil Service employees.

SPECIAL CALLED MEETING COUNCIL CHAMBERS September 12, 1994 1:00 P.Μ. 307 WEST SECOND ST. Mayor Todd called to order the meeting of the Council, noting the presence of all of the Council. ORDINANCES 1. Approve first /second/ third reading of an Ordinance adopting and approving the Operating Budget for the fiscal year beginning October 1, 1994 and terminating September 30, 1995, and making appropriations department, project and account, including the errata. for each Ordinance No. 940912-D approved on Mayor Councilmember Garcia's second, 7-0 vote. Pro-Tem Nofziger's motion, Approve amendment to Police department for increased cadet class for $342,500.00 on Councilmember Garcia's motion, Mayor Pro-Tem Nofziger's second 6-0-1 vote, Councilmember Reynolds abstained. Approve amendment to Public Works department for preliminary design work for Rosewood for $275.000.00 on Councilmember Mitchell's motion, Councilmember Garcia's second 7-0- vote. Approve amendment to Emergency Medical Services for bullet-proof vests in the amount of $61.300.00 on Mayor Pro Tem Nofzigers's motion, Councilmember Garcia's second, 6-0-1 vote, Councilmember Reynolds abstained. Approve amendment to Library to reinstate hours for 3.65 FTES in an amount of $76,400.00 and to reinstate job information center for 2.00 FTES in an amount of $61.000.00 on Mayor Pro Tem Nofziger's motion, Councilmember Garcia's second, 6-0-1 vote, Councilmember Reynolds abstained. Approve first/second/third reading of an Ordinance fixing and levying Municipal Ad Valorem taxes for the City of Austin, Texas for the fiscal year 1994-95; and for each year thereafter until otherwise provided, directing the assessment and collecting thereof; approval of property tax exemptions for historic property, persons with disabilities and elderly persons; directing the assessment and collecting thereof; validating all prior Ad Valorem taxes. Motion to approve increasing the tax rate 3/4 of a cent to $.57 to raise $1.5 million for vehicle replacement on Mayor Pro Tem Nofziger's motion, Councilmember Goodman's second, 3-4 vote, Mayor Todd and Councilmembers Mitchell, Reynolds and Shea voting NO. Ordinance No. 940912-F approved setting $.5625 as tax rate on Mayor Pro Tem Nofziger's motion, Councilmember Garcia second's 7-0 vote. Approve first/second/third reading of an Ordinance authorizing fees, fines and other charges for City services and use of City facilities. Ordinance No. 940912-C approved with the amendment from Councilmember Goodman to double fee for handicap zones on Councilmember Garcia's motion, Mayor Pro Tem Nofziger's second, 7-0 vote. Approved amendment of to reduce the Solid Waste Residential Fee increase by $.73 for a revised fee of $11.27 and a corresponding decrease in commercial rates, with friendly amendment by Mayor Pro Tem Nofziger accepted to add back in $.37 for a revised fee of $11.64, on Councilmember Goodman's motion, Councilmember Garcia's Councilmembers Mitchell and Reynolds voting No. second, 5-2 vote, Approve first/second/third reading of certain Ordinances adopting Rates, as follows: a) Electric Utility Rates: Approved 1st reading only and incorporate negotiations of settlement on Councilmember Garcia's motion, Mayor Pro Tem Nofziger's second, 7-0 vote.
