Mayor Todd called to order the Worksession of the Council, noting there was not a quorum present; Councilmembers Garcia, Goodman, Reynolds, and Shea being absent. Shortly thereafter, Mayor Todd announced a quorum with the arrival of Councilmembers Garcia and Shea. PREVIEW OF ITEMS FOR NEXT COUNCIL MEETING ; 1.
