Mayor Pro Tem Nofziger called to order the meeting of the Council, noting the absence of Mayor Todd and Councilmembers Garcia and Mitchell. Councilmember Garcia arrived at 10:17 A.M. and Mayor Todd arrived at 10:25 Α.Μ. PUBLIC HEARING AND ADOPTION OF ORDINANCE 1. Adopt an ordinance creating a moratorium on development applications in the Barton Springs Zone and the watersheds which contribute to Barton Springs. (Councilmembers Goodman and Shea) Speaker cards on file in the office of the City Clerk. Closed public hearing and approved 2nd reading on Councilmember Shea's motion, Councilmember Goodman's second, 4-2 vote, Mayor Todd and Councilmember Reynolds voting No, Councilmember Mitchell absent. ! EXECUTIVE SESSION Executive Session was held from 11:05 A.M. until 12:45 Ρ.Μ. The City Council will announce that it will go into Executive Session, if necessary, pursuant to Chapter 551 of the Texas Government Code, to receive advice from Legal Counsel, to discuss matters of land acquisition, litigation and personnel matters.
