こ FOUNDED Austin City Council MINUTES December 07, 1994 SPECIAL CALLED MEETING - TOWN LAKE CENTER 1:00 Ρ.Μ. - Mayor Todd called to order the meeting of the Council, noting the absence of Councilmember Shea. REVIEW OF ITEMS FOR NEXT COUNCIL MEETING 1. 2. Review of Proposed Agenda Items from City Manager for December 15, 1994. Jesus Garza, City Manager, advised that the Lover Colorado River Authority (LCRA) would not be lowering lake levels as has previously been done every two years, and that if the City desired the lake levels lovered this year, the cost would be $60,000 and that this item will be presented to Council for action. Review of Proposed Agenda Items from Council for December 15, 1994. Mayor Todd and Councilmembers Garcia, Mitchell, and Reynolds presented items for postponement and addition to the agenda. RESOLUTIONS 3. Approve a resolution prohibiting any City official or employee from ע accepting for filing any original application for preliminary subdivision plan approval or for site plan approval for any property within the Barton Springs Zone, as defined in Sec. 13-7-3 of the Austin City Code of 1992. Deleted PUBLIC HEARINGS AND APPROVAL OF ORDINANCES 4. Public Hearing and adoption of an ordinance re-adopting and amending the Composite Ordinance (Ordinance No. 911017-B) on an emergency basis. Deleted BRIEFINGS AND DISGUSSIONS 5. M/WBE ADVISORY COMMITTEE REPORT Postponed until December 14, 1994 MINUTES 1 DECEMBER 7, 1994 6. AUSTIN TRANSPORTATION STUDY Presented by Tracy Vatson, Michael Aulick, and Liz Badger. Additional presentations were made by Walter Brown of the Planning Commission; Larry Anderson and John Hickman of Urban Transportation Commission; Fred Robinson and John Hickman of the Downtown Commission: Milosav Cekic of the Design Commission; and Craig Smith representing the Environmental Board. : 7. PERSONNEL POLICY AMENDMENTS Presented by Joe Canales, Anita Turner, Galoway Beck, and Bob Mason. 8. CITY OF AUSTIN FINANCIAL PLAN: a. Vehicle Replacement b. Building Maintenance c. CIP Capital Construction Costs d. Debt Costs Postponed until December 14, 1994 CITIZEN COMMUNICATIONS (A maximum of 10 citizens to speak on posted policy briefings. Each citizen will be given 3 minutes to speak) ORDINANCE (continued) 1 : 9. An ordinance repealing the moratorium on development applications in the Barton Springs Zone and the watersheds which contribute to Barton Springs. (Mayor Bruce Todd) Deleted ADJOURN at 5:15 P.M. on Councilmember Garcia's motion, Councilmember Reynolds' second, 4-0 vote, Mayor Todd and Councilmember Mitchell having left the meeting prior to adjournment and Councilmember Shea absent.
