TY OF AUSTIN 日 FOUNDED 1839 Austin City Council MINUTES SPECIAL CALLED MEETING September 11, 1995 Mayor Todd called the meeting to order, noting the presence of all Councilmembers. ORDINANCES 1. Approve first/second/third reading of an Ordinance adopting and approving the Operating Budget for the fiscal year beginning October 1, 1995 and terminating September 30, 1996, and making appropriations for each department, project and account, including the errata. Ordinance 950911-A approved, on Mayor Pro Tem Garcia's motion, Councilmember Reynold's second, 5-2 vote, Councilmembers Shea and Nofziger voting "NO". B. AMEND THE GENERAL FUND REVENUE AND EXPENSES TO ADD THE FOLLOWING RECOMMENDATIONS FROM THE CITY MANAGER: (see attachment) Motion by Councilmember Garcia, second by Councilmember Reynolds to approve items 1-12 (see attachment), 7-0 vote. Motion by Councilmember Shea, seconded by councilmember Goodman to use $1.225 million from the Capital Reserve Account to purchase one-time capital outlay, 2-5 vote, Mayor Todd, Mayor Pro Tem Garcia, Councilmembers Nofziger, Reynolds and Mitchell voting "NO". Motion by Councilmember Shea to transfer $1.225 million from the baseball stadium capital account. Motion failed due to no second. C. AMEND THE GENERAL FUND TO ADD THE FOLLOWING CITY COUNCIL OPTIONS: (see attachment) 1. 2. Motion by Councilmember Goodman, to reduce Police BASICS training by $16,000, HRD BASICS conference by $25,000 and council food, ice and travel by $7,000 and $1,000 respectively and increase EMS by $49,000, Mayor Pro Tem Garcia's second. Friendly amendment by Councilmember Mitchell, accepted by maker and seconder to, substitute Public Works awards program at $12,200 instead of the Police BASICS training for a total of $45,200, 7-0 vote. 15. Motion by Councilmember Shea to reduce city's payment to Travis County for jail contract by $366,262, Councilmember Goodman's second. Second withdrawn. 16. Motion by Councilmember Shea to direct staff to withhold payment on the jail contact until EMS issues have been resolved. No second. 17. Motion by Councilmember Nofziger, to raise the cap on stability pay for employees with over seven years of service to $1,000 for a cost of $185,000 to be funded through decreases in skill-based pay, with a friendly amendment by Councilmember Goodman to leave the Planning Departments skill based pay intact, Councilmember Goodman's second, 3-4 vote, Mayor Todd, Mayor Pro Tem Garcia, Councilmembers Reynolds and Mitchell voting "NO". 18. Motion by Councilmember Nofziger to add $40,000 to Parks budget for tree replacement to be funded by a like reduction of the transfer to the Capital Reserve Account, Councilmember Shea's second, 4-3 vote, Mayor Todd, Councilmember Mitchell and Reynolds voting "NO". 19. Motion by Councilmember Nofziger, to add $61,000 to Library for the Job Information Center to be funded by a like reduction of the transfer to the Capital Reserve Account, Councilmember Goodman's second, 3-4 vote, Mayor Todd, Mayor Pro Tem Garcia, Councilmember Mitchell and Reynolds voting "NO". 20. Motion by Councilmember Shea to make various reductions, Skill Based Pay $55,243, Auditor $37,388, Municipal Court $70,000, Consultants $34,000 and Planning & Development reengineering $300,000, totaling $721,000 and transfer $500,000, from the Capital Reserve Account to reduce the property tax rate.
