Funds were allocated for a federal Police COPS grant match, the Citizens Planning Committee, and the Austin Technology Incubator. A debated reduction in park horticulturists to increase police DARE program funding was partially approved.Environmental & Planning Studies:
Funding was approved for an environmental assessment of the Mueller site, and a Stassney Lane project was greenlit with requirements for public hearings and studies on drainage and water quality.

TY OF 日 AUSTIN FOUNDED 1939 Austin City Council MINUTES September 10, 1996 Mayor Todd called to order the meeting noting the presence of all the Council. ORDINANCES 1. Approve first/second/third reading of an Ordinance adopting and approving the Operating Budget for the fiscal year beginning October 1, 1996 and terminating September 30, 1997, and making appropriations for each department, project and account, including the errata. Ordinance No. 960910-G as amended approved on Mayor Pro Tem Garcia's motion, Mayor Todd's second, 6-1 vote, Councilmember Mitchell voting "NO". Approved reappropriation request for Aviation for Phase II of the Mueller environmental assessment for $500,000 on Mayor Pro Tem Garcia's motion, Councilmember Slusher's second, 7-0 vote. Approved amendment to approved second and third reading on Mayor Pro Tem Garcia's motion, Mayor Todd's second, 7-0 vote. Approved amendment to expenses in the General Fund to allow the Police Department to designate the expenses of $100,000 approved in first reading to be used as a match for a Federal Grant for the proposed COPS More '96 grant program on Mayor Pro Tem Garcia's motion, Councilmember Goodman's second, 7-0 vote. Approved amendment to approve increase transfer from the General Fund to the PECS Fund in the amount of $445,000 and 10 FTEs for the Citizens Planning Committee initiative and the Austin Technology Incubator and increase transfer by $500,000 to the Support Services Fund for legal services on Mayor Pro Tem Garcia's motion, Councilmember Goodman's second, 5-0-2 vote, Councilmembers Mitchell and Reynolds "ABSTAINING". Approved amendment to approve receiving $250,000 from the County on Mayor Pro Tem Garcia's motion, Councilmember Griffith's second, NOT RECOGNIZED Amendment to reduce Parks horticulturists in an amount of $150,000 and 4.5 FTEs and to increase Police department overtime for the DARE program by that amount on Councilmember Reynolds' motion, Councilmember Mitchell's second, 3-4 vote, motion failed, Mayor Pro Tem Garcia and Councilmembers Goodman, Griffith and Slusher voting "NO". 2. 3. Amendment to reduce energy conservation level by to staff recommendation of $12.4 million on Councilmember Reynold's motion, Councilmember Mitchell's second, 2-4-1 vote, motion failed, Mayor Pro Tem Garcia and Councilmembers Goodman, Griffith and Slusher voting "NO", Councilmember Mitchell "ABSTAINING". Amendment to General Fund to reduce Parks horticulturists in an amount of $75,000 and 1.5 FTES and to increase Police department overtime for the DARE program on Councilmember Reynold's motion, Councilmember Goodman's second, 4-3 vote, Mayor Pro Tem Garcia and Councilmember Griffith and Slusher voting "NO". Amendment to increase GWI to 3% with $1,000 floor limit using savings in services-other expense on Councilmember Goodman's motion, Councilmember Mitchell's second, 2-5 vote, motion failed, Mayor Todd, Mayor Pro Tem Garcia and Councilmembers Griffith, Reynolds and Slusher voting "NO". Friendly amendment to General Fund budget to transfer $600,000 from Dispro Fund to FQHC for clinic support and reduce transfer from General Fund to FQHC Fund by $600,000; reduce transfer to Support Services Fund for legal services by $100,000; increase false alarm collections by $100,000; reduce vehicle acquisition expense by $200,000; reduce Workers Compensation by $118,000; reduce Health Department Managed Care expense by $200,000; reduce police jail contract by $157,000; increase beginning 1996-97 balance of $200,000; increase 1996-97 savings of $205,000 and set tax rate at $.5251 offered by Councilmember Griffith, ACCEPTED Approve first/second/third reading of an Ordinance adopting and approving the Capital Budget for the fiscal year beginning October 1, 1996 and terminating September 30, 1997, and making appropriations for each project and account, including the errata. Ordinance No. 960910-A approved on second and third reading on Mayor Pro Tem Garcia's motion, Councilmember Goodman's second, 7-0 vote. Friendly amendment to include Stassney Lane and adding the requirements of: 1) hold public hearing in area affected, 2) study of drainage of flood area, and 3) study effect on water quality in McKinney Falls on Mayor Pro Tem Garcia's motion, Councilmember Goodman' second, ACCEPTED Approve first/second/third reading of an Ordinance fixing and levying Municipal Ad Valorem taxes for the City of Austin, Texas for the fiscal year 1997-97; and for each year thereafter until otherwise provided, directing the assessment and collecting thereof; approval of property tax exemptions for agriculture, historic property, persons with disabilities and elderly persons; validating all prior Ad Valorem taxes. 4. 5. 6. 7. Approved amendment to Solid Waste Fees approving all proposed changes and readdress the issue for a program that low-income individuals could apply for on Councilmember Mitchell's motion, Mayor Todd's second, 7-0 vote. Approve first/second/third reading of certain Ordinances adopting Rates, as follows: a) Water and Wastewater Retail Rates Ordinance No. 960910-C approved second and third reading on Mayor Pro Tem Garcia's motion, Councilmember Mitchell's second, 7-0 vote. b) Water and Wastewater Wholesale Rates Ordinance No. 960910-D approved second and third reading on Mayor Pro Tem Garcia's motion, Councilmember Mitchell's second, 7-0 vote. Approve first/second/third reading of an Ordinance providing for the classifications and number of positions in each classification of the classified Civil Service of the Police Department. Ordinance No. 960910-E approved on second and third reading on Mayor Pro Tem Garcia's motion, Councilmember Goodman's second, 7-0 vote. Approve first/second/third reading of an Ordinance providing for the classifications and number of positions in each classification of the classified Civil Service of the Fire Department.
