PREVIEW OF ITEMS FOR NEXT COUNCIL MEETING 1. Review of Proposed Agenda Items from the City Manager for December 12, 1996. 2. Review of Proposed Agenda Items from Council for December 12, 1996. 3. BRIEFING AND DISCUSSION ITEMS 4. 5. ALTERNATIVE WASTEWATER MANAGEMENT STUDY Presentation by Randy Goss, Chris Guzman and Willie Reed. JOINT STAFF/CHAMBER AFFORDABLE HOUSING INITIATIVE (Related to Item 8) Presentation by Bill Cook, Clotilde Davis Haynes and Sandy Dochen. ORDINANCES 6. Amend Ordinance No. 960910-G, the 1996-97 operating budget by decreasing the Electric Utility ending balance by $2,227,500 and increasing the appropriation to the Electric Utility Operating Budget by $2,227,500 to fund a management services contract with Metzler & Associations. (Related to Item 7) Postponed RESOLUTIONS 7. Approve negotiation and execution of a two (2) year contract with METZLER & ASSOCIATIONS, Deerfield, Illinois, to provide management services for the Electric Utility Department, in an amount not to exceed $5,940,000. (Funding is available in the 1996-97 operating budget for the Electric 8. 9. Utility Department; funding for the remaining 15 months of the original contract period is contingent upon available funding in future budgets.) Best proposal of five (5). No M/WBE subcontracting opportunities were identified. (Related to Item 6) Postponed Forward the recommendations of the Greater Austin Chamber of Commerce Affordable Housing Task Force to the Council's Legislative Committee for inclusion in the City's Legislative Program. (Related to Item 5) Approved on, Mayor Pro Tem Garcia's motion, Councilmember Reynolds' second, 7-0 vote. Approve the establishment of a strategic policy necessary to ensure the competitive position and to preserve the value of the Electric Utility. ELECTRIC UTILITY PUBLIC INFORMATION ADVISORY COMMITTEE - Jim O'Connell Presentation by Candice Scott, Jim O'Connell, Cathy Kirwin and Leroy Hiller. 2:00 P.M. - PUBLIC HEARING 11. Public hearing on proposed changes to: (1) the Electric Utility Rate Ordinance, (2) the Utility Service Regulations, (3) the Electric Service Connection Fee Ordinance, and (4) the Utilities Criteria Manual as required by the Public Utility Regulatory Act and the ratesetting process approved by City Council on October 9, 1996. Public hearing to continue on December 12, 1996 at 6:30 p.m. ACTION ON PUBLIC HEARING 12. Amend Chapter 18-4 of the City Code by amending the Utility Service Regulations. (No fiscal impact.) [To be reviewed by Electric Utility Commission on December 2, 1996.) Postponed to December 11, 1996 13. Repeal Ordinance No. 850620-J which established charges for electric service connections (hook-up fees); and amend Ordinance No. 960910-B by eliminating the charges for electric service connections. (Elimination of fees will reduce CIP contribution in aid of construction by approximately $3-4 million per year. The approved 1996-97 Capital Budget anticipated elimination of these fees prior to the beginning of the new fiscal year.) To be reviewed by Electric Utility Commission on December 2, 1996.) Postponed to December 11, 1996 14. Repeal Ordinance No. 94-0916A, Electric Rate Ordinance, and approve new and amended electric utility rates and tariffs. (This will decrease annual sales revenue by $4.2 million. The impact on 1996-97 sales revenue is approximately $3.2 million.) (To be reviewed by Electric Utility Commission on December 2, 1996.) Postponed to December 11, 1996 15. Amend the Utilities Criteria Manual regarding provision of electric service to customers. (This will reduce annual CIP contributions in aid of construction and CIP expenses by approximately $2 million. The impact on 1996-97 is approximately $1.5 million.)
