Public hearing on the 1997-98 Proposed Operating and Capital Budgets, Taxes, Utility Rates, Fees and Charges. Recessed at 6:06 p.m. to 7:21 p.m. on, Mayor Pro Tern Garcia's motion, Councilmember Lewis' second, 6-0 vote, Councilmember Spelman temporarily absent.
