Austin City Council MINUTES SPECIAL CALLED MEETING SEPTEMBERS, 1997 Mayor Watson called the meeting to order, noting the temporary absence of Councilmember Spelman. Public hearing on the 1997-98 Proposed Operating and Capital Budgets, Taxes, Utility Rates, Fees and Charges. Recessed at 6:06 p.m. to 7:21 p.m. on, Mayor Pro Tern Garcia's motion, Councilmember Lewis' second, 6-0 vote, Councilmember Spelman temporarily absent. Motion to close public hearing on, Councilmember Lewis' motion, Mayor Pro Tern Garcia's second, 7-0 vote. ADJOURNED at 8:36 p.m. on, Councilmember Slusher's motion, Mayor Pro Tern Garcia's Second, 7-0 vote.
