Austin City Council MINUTES WORKSESSION February 03, 1999 Mayor Watson called the meeting to order at 1:45 P.M. Councilmember Spelman was temporarily absent. CITIZEN COMMUNICATIONS: GENERAL 1. Mike Alexander to discuss open container ordinance. READING OF CONSENT AGENDA READING OF DISCUSSION AGENDA CITIZEN'S COMMUNICATION: CONSENT AGENDA ACTION ON CONSENT AGENDA PREVIEW OF ITEMS FOR NEXT COUNCIL MEETING 2. Review of Proposed Agenda Items from the City Manager for February 11,1999. 3. Review of Proposed Agenda Items from Council for February 11,1999. 4. Set a public hearing to implement certain energy conservation measures and increase usage of renewable energy in the utility generation mix. EXECUTIVE SESSION (No Public Discussion on These Items Executive session held from 2:20 p.m. to 6:10 p.m. on items 9, 10, 11, 12, 13 and 14. Motion to recess to go into executive session by Councilmember Garcia, Councilmember Spelman's second, 7-0 vote. The City Council will announce it will go into Executive Session, if necessary, pursuant to Chapter 551 of the Texas Government Code, to receive advice from Legal Counsel, to discuss matters of land acquisition, litigation and personnel matters specifically listed on this agenda. Adjust the City Manager's compensation and benefit package. Approved, 1) the City Manager's salary be increased to the equivalent of $146,649 annually; 2) the City's annual contribution to the deferred compensation account be increased to $8,000; 3) the executive allowance be increased to $600 per month; 4) the City purchase one year's service credit in the retirement system, and reduce the amount of severance pay by one month (from seven to six months' pay); and 5) next year the City will purchase another five months' retirement eligibility on Councilmember Garcia's motion, second by Councilmember Griffith, 7-0 vote. ADJOURNED AT 6:15 P.M. on Councilmember Garcia's motion, Councilmember Slusher's second, 7-0 vote.
