Austin City Council MINUTES SPECIAL CALLED MEETING MONDAY, OCTOBER 2,2000 The City Council of Austin, Texas, convened in a Special Called Meeting on Monday, October 2, 2000 at St. Mark United Methodist Church, located at 601 W. Braker, Austin, Texas. The following three Council Members were present at 7:30 p.m.: Mayor Pro Tern Goodman, Council Members Griffith and Wynn. Therefore, the meeting was convened as a Town Hall meeting until a quorum of the Council could be present. Public hearing for the full purpose annexation of the Eubank Acres Annexation Area (approximately 286 acres located in northern Travis County northeast of the intersection of Lamar Boulevard and Braker Lane.) Ben Luckens, Planning, Environmental and Conservation Services began the presentation describing the Annexation Service Plan for Eubank Acres. At 7:43 p.m. the Special Called Meeting was called to order with the following Council Members present: Mayor Pro Tern Goodman, Council Members Alvarez, Griffith and Wynn. After Mr. Luckens1 presentation, Mayor Pro Tern Goodman called on the fourteen citizens that had signed up to speak during the meeting. Wayne Tobias, President of the Neighborhood Association read a list of items residents would like Council to include in the service plan. Written responses to the issues raised will be available at the next public hearing on October 5, 2000. Council is expected to vote on the annexation on October 26, 2000. If approved, it becomes effective December 31,2000. The public hearing was closed at 8:23 p.m. on Council Member Griffith's motion, Council Member Wynn's second by a 4-0 vote. Mayor Watson, Council Members Slushcr and Thomas were absent. Citizens were allowed to ask questions which were responded to by the following staff members: Michael G. Boyle, Water and Wastcwater Utility; Mario Seminara, Health and Human Services; Jose Guerrero, Watershed Protection Department; David Lloyd, Law Department; and Pieter Sybersma, Fire Department. The Council Members thanked the citizens for providing input during the public hearing. Ben Luckens indicated copies of the service plan and annexation information sheet were available on the City's website. The motion to adjourn the meeting at 9:30 p.m. was approved on Council Member Wyun's motion, Mayor Pro Tern Goodman's second by a 4-0 vote. Mayor Watson, Council Members Slusher and Thomas were absent. The minutes for regular meeting of November 2, 2000 and Special Called Meetings of October 2, 2000 and October 30, 2000 were approved on Council Member motion, Council Member second by a vote.
