Manager Joe Canales, Secretary Andrew Martin, General Counsel BOARD OF DIRECTOR'S MEETING AUSTIN HOUSING FINANCE CORPORATION SPECIAL CALLED MEETING MINUTES THURSDAY, DECEMBER 13, 2000 The Board meeting of the Austin Housing Finance Corporation (AHFC) was convened at 3:30 p.m. The following agenda were the AHFC items considered by the Austin Housing Finance Corporation's Board of Directors. BOARD OF DIRECTOR'S MEETING OF AUSTIN HOUSING FINANCE COPRORATION AHFC-1 . Approval of minutes for Austin Housing Finance Corporation Special Called Meeting of November 9, 2000. The motion to approve the minutes for the Austin Housing Finance Corporation Special Called Meeting of November 9, 2000 was approved on Board Member Alvarez' motion, Board Member Slusher's second by a 5-0 vote. Vice President Goodman and Board Member Griffith were off the dais. CONSENT AGENDA The following items were acted on by one motion. No separate discussion or action occurred on any of the items. The consent items were approved on Board Member Griffith's motion, Board Member Wynn's second by a 6-0 vote. Vice President Goodman was off the dais. AHFC-2. Approve a Resolution authorizing the negotiation and execution of a Community Housing Development Organization (CHDO) Program forgivable loan in an amount not to exceed $146,000 to the Guadalupe Neighborhood Development Corporation to provide principle buy-down and closing cost assistance to four (4) first-time homebuyers of new single-family homes in the Guadalupe Neighborhood. Resolution No. 001214-02 was approved. AHFC-3. Approve a Resolution authorizing the negotiation and execution of a Community Housing Development Organization (CHDO) Program forgivable loan in the amount not to exceed $75,600 to American Youthworks, Inc. to assist in lot acquisition and construction of three (3) single-family homes for low and moderate income first-time homebuyers in the Springdale/Webberville Neighborhood. Resolution No. 001214-03 was approved . AHFC-4. Approve a Resolution authorizing the negotiation and execution of a Community Housing Development Organization (CHDO) Program forgivable loan in the amount not to exceed $500,000 to Mary Lee Community to assist in the acquisition of multifamily transitional housing located at 1322 and 1324 Lamar Square Drive. Resolution No. 001214-04 was approved. DISCUSSION ITEMS AHFC-5. Approve a Resolution authorizing the negotiation and execution of a Rental Housing Development Assistance (RHDA) forgivable loan in an amount not to exceed $500,000 to the Travis County Domestic Violence and Sexual Assault Survival Center, dba SafePlace, for the development of transitional housing on Grove Boulevard. Resolution No. 001214-05 was approved on Board Member Alvarez' motion, Board Member Griffith's second by a 6-0 vote. Vice President Goodman was off the dais. AHFC-6 Conduct a public hearing on December 14, 2000 for the purpose of receiving public input on the issuance of up to $11,665,900 of 501(c) (3) multifamily non-recourse bonds to finance the new construction of the Grove Place Apartments at 1881 Grove Boulevard, to be owned and operated by a single purpose Texas non-profit corporation affiliated with LifeWorks. The public hearing was closed on Board Member Wynn's motion, Board Member Griffith's second by a 6-0 vote. Vice President Goodman was off the dais. AHFC-7 Approve a Reimbursement resolution on the issuance of up to $11,665,900 of 501(c) (3) multifamily non-recourse bonds to finance in connection with construction of the Grove Apartments at 1881 Grove Boulevard, to be owned and operated by Youth and Family Alliance, Inc., d.b.a. LifeWorks, a Texas non-profit corporation. Resolution No. 001214-07 was approved on Board Member Alvarez' motion, Board Member Griffith's second by a 6-0 vote. Vice President Goodman was off the dais. The motion to adjourn the meeting at 3:38 p.m. was approved on Board Member Slusher's motion, Board Member Thomas' second by a 6-0 vote.
