Austin City Council MINUTES WORKSESSION WEDNESDAY, FEBRUARY 13, 2002 The following represents the actions taken by the Austin City Council in the order they occurred during the meeting. While the minutes are not in sequential order, all agenda items were discussed. The City Council of Austin, Texas convened in a Work Session on Wednesday, February 6, 2002 at One Texas Center, 505 Barton Springs Road, third floor training room, Austin, Texas. Mayor Garcia called the meeting to order at 10:06 a.m. BRIEFING 3. Discussion on whether the City Charter should be amended to provide for the election of the Council from single-member districts. The presentation was made by John Steiner, City Attorney, and Ryan Robinson, Demographer, Transportation, Planning and Design Department. 2. Community Action Network (CAN) update on current community social service needs in relation to the downturn in the Austin economy and the events of September 11, 2001. The presentation was made by David Lurie, Director, Austin/Travis County Health and Human Services Department; Fred Butler, Executive Director, Community Action Network; Eileen Oldag, Executive Director, Caritas; and David Balch, Chief Executive Officer, United Way/Capital Area. EXECUTIVE SESSION The City Council went into Executive Session, pursuant to Chapter 551 of the Texas Government Code, to receive advice from Legal Counsel, to discuss matters of land acquisition, litigation, and personnel matters as specifically listed on this agenda and to receive advice from Legal Counsel regarding any other item on this agenda. 1. Discuss legal issues related to Austin Police Association, Combined Law Enforcement Associations of Texas, and Catherine Haggerty v. City of Austin, Cause Number GN200259, filed in the 200th Judicial District Court of Travis County. No discussion held on this item. The motion to adjourn the meeting at 1:00 p.m. was approved on Council Member Griffith's motion, Council Member Wynn's second by a 6-0 vote. Mayor Pro Tern Goodman was absent. The minutes from the Work Session of February 13, 2002 and the regular meeting of February 14, 2002 were approved on Council Member Wynn's motion, Mayor Pro Tern Goodman's second by a 7-0 vote.
