CITY COUNCIL WORK SESSION MINUTES DECEMBER 4,2002 Austin City Council MINUTES WORKSESSION WEDNESDAY, DECEMBER 4,2002 The following represents the actions taken by the Austin City Council in the order they occurred during the meeting. The City Council of Austin, Texas convened in a Work Session on Wednesday, December 4, 2002 at One Texas Center, 505 Barton Springs Road, 3RD Floor Training Room, Austin, Texas. Mayor Garcia called the meeting to order at 10:07 a.m. Public Power Utility Competitive Matters-Section 551.086 1. Discuss competitive strategies and financial planning issues for Austin Energy. This item was postponed to December 11,2002. Briefings 2. Update on the Austin-Travis County Emergency Medical Service Advisory Board's activities and goals related to provision of system-wide emergency medical services. The presentation was made by Bob Walker, Chairman, Austin-Travis County Emergency Medical Service Advisory Board. 3. Briefing on the Oita, Japan, Sister City Committee trip. The presentation was made by Camille Donoghue, Sister Cities Program Coordinator, Office of City Clerk; Damon Bramblett, Member of Sister Cities Delegation to Oita; Zoltan Papp, Chairman, Austin-Oita Sister Cities Committee; and Marsha Kelleher, Dean of Graduate Business School, St. Edwards University. 4. Presentation from the Gentrification Implications of Historic Zoning in East Austin Task Force and Staff on gentrification in East Austin. The presentation was made by Ryan Robinson, City Demographer, Transportation Planning and Sustainability Department; Steve Sadowsky, Sr. Planner, CITY COUNCIL WORK SESSION MINUTES DECEMBER 4, 2002 Transportation Planning and Sustainability Department; Paul Hilgers, Community Development Officer, Neighborhood Housing; Art Corey, Chief Appraiser, Travis County Central Appraisal District; Rev. Horace Carrington, Task Force Chair, Community Development Commission; Ivan Naranjo, Community Development Commission; David West, Historic Landmark Commission; and Michael Casias, Planning Commission. The motion to adjourn the meeting at 12:25 p.m. was approved on Council Member Thomas' motion, Council Member Wynn's second on a 7-0 vote. The minutes for December 4, 2002 were approved on December 12, 2002 on Council Member Thomas' motion, Mayor Garcia's second on a 7-0 vote.
