CITY COUNCIL WORKSESSION MARCH 5,2003 Austin City Council MINUTES WORKSESSION WEDNESDAY, MARCH 5,2003 Mayor Garcia called the meeting to order at 10:04 a.m. BRIEFINGS 1. Presentation of their annual report by the Solid Waste Advisory Commission. The presentation was made by Gerard Acuna, Chair of the Solid Waste Advisory Commission, Willie Rhodes, Director of Solid Waste Services, and John Stephens, Acting Assistant City Manager. 2. Update on House Bill 1445; overview of proposed legislation Senate Bill 544; discuss policy issues regarding Travis County and City of Austin subdivision regulations, including Transportation Plan, Preliminary Plan expiration, Variances and Waivers, Fiscal Policy, Sidewalks, Gated Communities/Private Streets, Consolidation of Fees, Reviews and Inspections, Maintenance of Drainage Infrastructure in the ETJ, and County participation in Regional Storm Water Management Program. The presentation was made by Lisa Gordon, Assistant City Manager; Pat Murphy, Environmental Officer in Watershed Protection and Development; George Zapalac, Development Services Manager in Watershed Protection and Development; David Lloyd, Senior Attorney in Law; Teri McManus, Senior Planner in Transportation, Planning and Sustainability. Frank Houston, Supervising Engineer in Watershed Protection and Development; Tom Nuckols, Assistant County Attorney; and John Hrncir, Intergovernmental Relations Officer, Government Relations Office. 3. Discuss implementation of and training for the Agenda Management System (AMS), which will be used to generate the City Council agenda. " The presentation was made by Joe Canales, Deputy City Manager, and Neal Jodeit, Public Information Officer, City Manager's Officer. The motion to adjourn the meeting at 11:49 a.m. was approved on Council Member Slusher's motion, Council Member Alvarez' second on a 7-0 vote. The minutes for the worksession of March 5, 2003 were approved on March 20, 2003 on Mayor Pro Tern Goodman's motion, Council Member Wynn's second on a 7-0 vote.
