I’m calling the meeting of the Health and Human Services Committee of the Austin City Council to order on Monday, November 30 2015. We’re meeting in the Boards and Commissions Room at 301 W. 2nd Street Austin Texas and the time is 1:07. I want to thank Mayor Pro Tem Tovo and Council Member Garza for being present and on time today. [1:08:09 PM] The first action item that we have posted is to look at the Human Services Committee meeting schedule for 2016. There was a proposed schedule that was I think passed out at some point and it had January 18 as martin Luther king day and, of course, the council is out that day. And then as we talked about how over the last year our freshman year we have been kind of -- let me speak for myself, I've been a little overwhelmed with the number of meetings. A suggest was that we would meet every other month, but leave the intervening months available and open so if something does come up we could in fact have a special called meeting on those days. And so there are two options. One is on every Wednesday every other month from 2:00 to 5:00, and the -- because in may -- I have to get my glasses on this side -- may 24 and August 23 we've got conflicting dates. That's when we have budget dates. Option 2 was the option the clerk's option originally submitted and so I think now we need to talk about, first of all, do we want to meet every other month -- and we just lost our quorum. We can keep talking? >> [Inaudible] >> Houston: Do we want to meet every other month starting in January with these caveats or do we want to go to option 2 which is the February, April, June, October and December dates always leaving those options in between, those Wednesdays to have a special called meeting if we need to have one. >> Garza: I'm okay with each one of these. If you have a preference, chair. >> Houston: Because we have so many things that are kind of in the queue, especially animal services in January, my preference would be going to [1:10:11 PM] the first option on Wednesday, January, March, may, August, October, December and always making sure that time is available in case we have something that comes up that we need to address and then we can have a special called meeting on that day. >> Sure. >> Houston: Could we make a motion. >> Tovo: I move approval of option 1. >> I'll second. >> Tovo: And I appreciate moving to every other month. So we're going to have a brief discussion of the process and the review of applicants and then we will go into executive session. For the central health board of managers. >> Hi, good morning. Dina Estrada, boards and commissions coordinator. This is the presentation we presented at last month's health and human services committee meeting and it's just an overview of what the central health board of managers consists of for appointments by the Austin city council by Travis county commissioners court and a joint appointee with Travis county. This is to complete a full-year term beginning January 1, 2016 and ending December 31, 2019. We had an open call for applicants that was conducted October 6 through October 23 and we provided a press release detailing the application process. It was advertised through the city of Austin's main web page. It was send out to the [1:12:12 PM] corporate public information offices and media outlets and provided to council and their staff. We contacted all of the applicants who had previously applied for the central health board of managers. We emailed all of them to let them know there was new criteria that they had to complete if they still wanted to be considered for the central health board. And those who -- there were maybe eight or nine that completed additional requirements, the rest we didn't hear back from. We provided you an electronic copy and spread sheet listing each applicant, their district and residency, gender, ethnicity, occupation and other information. We asked the health and human services council committee members to review the list and to provide their five nominees to the clerk's office and we would put that in a matrix for you to discuss during closed session at today's meeting. Are there any -- the hope is to have a recommendation or recommendations made by the health and human services committee and provide it to council at either their December 10th or December 17th council meetings that are scheduled. The committee will now go into closed session to take up one item, pursuant to section 55..074 of the government code, the committee will discuss the following item: Item number 3, discuss the appointment of the board members to the central health board of managers and possibly interview identified applicants.
