>> Good afternoon, my name is Council Member Ora Houston, a quorum is present. I will call this meeting of the Health and Human Services Committee of the Austin City Council to order. Today is Monday, December 11, 2015 and the time is 1:04 p.m. We’re in Austin City Hall, 301 West Second Street Austin Texas. I want to remind everybody that we will have no citizens communication today. The committee will go into closed session following the approval of the minutes from our meeting on November 2nd and November 30th. If you parked in the garage please make sure you get your parking ticket validated so that you don’t have to pay.
The first item on the Agenda is the approval of the minutes. They’re attached on the Agenda. Move approval of both or one at a time. Motion to approve both sets of minutes, there’s a second, all in favor let it be known by raising your left hand. All opposed. It’s unanimous on the dais. The committee will go into closed session to take up one item, pursuant to 551.074 of the government code. The committee will discuss the following item, item 3, discuss the appointment of board members to the central health board of managers and interview identified applicants. >> Houston: we're out of closed session. In close session we took up and discussed personnel matters related to item number 3, final candidate selection for the central health board of managers. We are making our final selection and are hoping to bring our recommendation to the full custom on December 17, 2015. Do I have a motion to recommend the appointment to the central health board of managers? Councilmember Garza >> Garza: I'll say this was an extremely hard process. We had some amazingly qualified and experienced candidates, and I will move we recommend Dr. Richard yewing to the central health board >> Houston: Dr. Richard yewing has been moved. Is there a second -- mayor pro tem tovo >> Tovo: I'll just ago to what councilmember Garza said, this was an amazingly well-qualified group and we had some really in-depth conversations to narrow the recommendation. So thank you to those who applied and especially those who came and interviewed today >> Houston: I want to add something to that. We interviewed five amazing people, folks that were good public servants, people who had dedicated their life and had a passion for the people who have been marginalized and have no health insurance and who deserve quality healthcare in this city. And so was a very difficult decision, but I think we've gotten it down to that person. Do you have anything else? >> Troxclair: Sure Ip echo the comments that my colleagues have made.

I was very impressed with every single person we interviewed today, and everyone had experience and ideas and passion that -- to bring to the table, and, as always, I hope that we can find places for everybody to participate in one way or another in our city. In particular I was impressed with Dr. Yewing and his -- well, I was very impressed with him. I did rank another candidate higher in in our interview process, so, unfortunately, I'm not going to be able to support him right now, but I didn't want my vote against him to be misconstrued as lacking support for his ideas and his passion and the dissuasion that I know that -- dedication that I know he will bring to the board >> Houston: Thank you. Are we ready to vote? Those in favor please raise your hand of sending forward the name of Richard yewing to the full council on December 17 please let it be known by raising your left hand. Councilmember Garza, mayor pro tem tovo and councilmember Houston. All opposed? Councilmember troxclair. The motion passes, and we will be forwarding Dr. Richard young's name to the full council for ratification. I want to speak just briefly about the future items for the next agenda. We will be meeting on January 13. We'll start our new year. It's going to be on Wednesday at 2:00 in the afternoon. We will have a briefing by central health. We're going to try to make sure that we have briefings by central health and the medical school periodically so we're kind of up to date on what's going on. So the first briefing will be by central health.

Then there will be two items from the animal advisory committee, one on general operational and management of animal services department and the other one is about coyote management, and funding for the health -- department of -- health and human services department. So those are the things that we will be talking about on January 13, Wednesday, a new day, Wednesday at 2:00. Are there any other items that we need to put on the agenda for the next meeting? No?
