Second Street, Austin, TX The City Council may go into a closed session as permitted by the Texas Open Meetings Act, (Chapter 551 of the Texas Government Code) regarding any item on this agenda. All of the following items may be acted upon by one motion. No separate discussion or action on any of the items is necessary unless desired by a Council Member. 10:00 AM – City Council Convenes Consent Agenda Budget Approve an ordinance adopting the City of Austin Budget for Fiscal Year 2018-2019, beginning on October 1, 2018, and ending on September 30, 2019. 1. Approve an ordinance authorizing fees, fines, and other charges to be set or charged by the City for Fiscal Year 2018-2019, beginning on October 1, 2018, and ending on September 30, 2019. 2. Approve an ordinance adopting the update of the City of Austin Water and Wastewater Impact Fees Land Use Assumptions including the Impact Fee Service Area amendments Capital Improvements Plan and Impact Fees. 3. Approve an ordinance establishing classifications and positions in the classified service of the Austin Fire Department; creating certain positions; and repealing Ordinance No. 20171012-030 relating to Fire Department classifications and positions. 4. Approve an ordinance establishing classifications and positions in the classified service of the Austin Police Department; creating certain positions; and repealing Ordinance No. 20170913-004 relating to Police Department classifications and positions. 5. Approve an ordinance establishing classifications and positions in the classified service of the Emergency Medical Services Department; creating certain positions; and repealing Ordinance No. 20170913-005 relating to Emergency Medical Services Department classifications and positions. 6. Approve a resolution declaring the City of Austin's official intent to reimburse itself from: November 2016 Proposition 1 General Obligation bonds in the amount of $111,875,120; Certificates of Obligation in the amount of $57,800,000; and Contractual Obligations in the amount of $28,215,000. 7. Approve a resolution declaring the City of Austin's official intent to reimburse itself from the proceeds of tax-exempt obligations in an aggregate maximum principal amount of $70,000,000 for expenditures related to the acquisition and construction of electric utility capital improvement projects. 8. Approve a resolution declaring the City of Austin's official intent to reimburse itself from the proceeds of tax-exempt obligations to be issued through October 2019 for acquisition and construction costs in an aggregate maximum principal amount of $150,000,000 related to Fiscal Year 2018-2019 Austin Water capital improvement projects. 9. Approve a resolution declaring the City of Austin's official intent to reimburse itself from revenue 10. bonds in an amount not to exceed $431,315,000 for Austin-Bergstrom International Airport improvements. Ratify the property tax increase reflected in the Budget for Fiscal Year 2018-2019. 11. Approve an ordinance adopting and levying a property (ad valorem) tax rate for the City of Austin for Fiscal Year 2018-2019. 12. Approve a resolution to appoint Director Jimmy Flannigan, Director Alison Alter, President Spencer Cronk, Secretary Rebecca Giello, and Treasurer Belinda Weaver to the Mueller Local Government Corporation. 13. Non-Consent 10:30 AM - Austin Housing and Finance Corporation Meeting The Mayor will recess the City Council meeting to conduct a Board of Directors' Meeting of the Austin Housing Finance Corporation. Following adjournment of the AHFC Board meeting the City Council will reconvene.
