>> Harper-madison: All right. So -- all right. Good afternoon, everybody. I'm Austin city council member Natasha harper-madison and we are meeting virtually on Monday, August 31. It is now 2:05 P.M. And I call the meeting to order. I would like to invite now anybody who signed up for citizen communication. And it actually looks as though we don't have anybody to speak. Next item is approval of minutes. Do I have a motion to approve the minutes for the August 3rd, 2020, health and human services committee
[2:06:28 PM]
meeting? We have a motion by mayor pro tem Delia Garza. Can I get a second? Councilmember Ann kitchen -- wait. Councilmember kitchen seconds. That felt very much like I was an auction ear. Thanks, y'all. All right. So moving forward, we're going to today have two items for discussion which will be to take up some of the things we're going to take up during executive session, item number 2 is discussion and possible action regarding the sobering center, local government corporation nominations. And item number 3 is to discuss the selection of members to the sobering center local government corporation board of directors. We'll take these up in executive session and once we come out, we'll report back on those items. We also have some briefings
[2:07:30 PM]
today. Looks like we don't have any presenters on the agenda so now we'll move on to executive session where the committee will take up two items I mentioned earlier. Item number 3, discuss the selection of members to the sobering center local government corporation board of directors. This is personnel matters, section 551.074 of the government code. And number 4, discussion the appointment of members to the central health board of managers, personnel matters, that's section 551.074 of the government code. Sobriety center appointments. If there is no objection, the health and human services will go into executive session. >> Kitchen: Chair, -- >> Garza: Chair, we didn't vote on the minutes. >> Harper-madison: Can we reverse and go back to
[2:08:31 PM]
voting on those minutes. We had a first by way of mayor pro tem garzaen a second by way of councilmember kitchen. If we can go ahead and take a vote on that. It appears as though there is a unanimous vote. Thank you very much. Thank you for the reminder, mayor pro tem. In which case I think I should probably reread the going into executive session. We have item number 3 to discuss selection of board members to the sobering center local government corporation board of directors. Section 551.074 of the government code. And number 4, discuss the appointment of members to the central health board of managers, again personnel matters, section 551.074. And at 2:09 P.M., we are going to -- not adjourn, we're going to go into executive session.

[Executive session]
[3:15:25 PM]
[Inaudible]. >> Chair: The time is 3:16 and the public health committee is out of executive session. During executive session we did it's cussed selection of the members to the sobering center local government corporation board of directors and the appointment of the members to is central health board of managers. So with regard to -- council member chair harper-madison had to attend to a personal matter. So I as the vice chair am chairing the meeting now. >> We had the same top two candidates that the county had and this is our joint county/city appointment. So the public health committee will have picked council member harper-madison the chair and
[3:16:25 PM]
council member Ann kitchen to work with the county and either -- the two of them together can work with the other representatives on the commissioners court to determine what we want to do. There may be another round of interviews as we determine what the agreement or cons census is on that pick. And so that will either occur -- a possible another interview of those top two candidates, again, the same as the county's picks at our next meeting or there will be a future update from the chair on that. With regards to our sobering center appointments, we have picked the following applicants to interview: Carol Drennan, a Andrea [indiscernible] And Elizabeth Boston. We will interview them at the next meeting which I believe is September 8th.
[3:17:26 PM]
Not 100% sure on that. Let me look at my calendar. It may not be in my calendar because -- I will actually be out of town. Those interviews will happen. The city staff will contact the applicants and set up those interviews for the next public health. And then with regards to item -- is it 3? Yeah, 3, which the public health committee recommends that council member tovo continue her service on the sobering center board and we of course thank her for her continued service on that board. Do any of the members want to say anything? About our executive session. Okay, and then the last item would be item 6, which is identify items to discuss at
[3:18:27 PM]
future meetings. Does anybody have any items they want -- council member tovo? >> Tovo: Yeah, I do. Thanks for asking. I had forgotten I'm not sure that it would be ready for one of our next meeting but maybe December would be a great opportunity to have the executive director for the sobering center come and provide an update, an introduction really to her work, but also kind of an update on some of the progress that the sobering center has made. So if we could schedule that for November or December, probably decemr, but one of those two months, that would be great. I've lost track of our calendar but I would add that to the consideration. >> Garza: Sounds good. Council member kitchen? . >> Kitchen: I would suggest we have follow up discussion on the -- implementation plan for the homelessness services. I know that's coming back to us in September I think ism.
[3:19:29 PM]
I'm not sure exactly when. I think at some point it would be appropriate. There are a lot of different aspects of providing services to people experiencing homelessness to talk about, but that might be one that would help us focus on some next steps as they finish that implementation plan. (No audio) >> Garza: I think you're on mute. >> Thank you for that. I was going to say I was going to go over the script to make sure I didn't miss anything. I don't think I missed anything. I think we're good. As a reminder the next public health committee special called meeting to conduct interviews for the sobering center vacancy will be on September 8th at
[3:20:30 PM]
2 P.M. Possibly may have interviews for the central health after -- after our chair gets in touch with the county and we determine if that's the route that we're going to go. If there is no objection, we are adjourned at 3:21. Thank you, everyone.
