We should have recessed the council member meeting -- I'm going to call up the Austin housing finance corporation now so those have the chance to call up the agenda. I'm going to recess at 12:03 and convene Austin housing finance corporation agenda here on April 21st, 2022 -- time 12:03. The directors are all here except for director pool, who is off the dais this week on a trip that was delayed by covid. Other than that we're all present so we have well over a quorum. You want to take us through the consent agenda and then we'll call the speeblger speaker -- call the speakers we have. [12:04:10 PM] Can we turn on the mie Yo tone we have. >> Hello? Thank you, Mr. Chair, thank you board members. I'm James hay. We have lie items -- three items. First is approval of minutes. Second is amount of $41 million. Third is amendment to fiscal year 2021/2022 service agreement between housing corporation for the same amount. These are sister items to the item number 20 on the city of Austin council agenda. I offer all three on consent. >> Mayor Adler: Sounds good. Do we have any speakers signed up to speak with us. >> We have. [12:05:11 PM] Joshua elinger. They've signed up for in person. >> Mayor Adler: Is he here to speak. >> And Zenobia Joseph. >> Mayor Adler: Ms. Joseph? This was my fault today because I failed to call -- but in the future please help me remember to call up housing finance corporation. Ms. Joseph. >> Thank you. My comments are specifically related to item 3, which is the $41 million in an amount not to exceed 171.9 million as relates to the affordable housing -- antidisplacement and to council member Ellis, I want to ask respectfully that you stop being complicit in the discrimination occurring in Austin. My comments are specifically represented to title VI of the [12:06:14 PM] civil rights act of 1964 which prohibits discrimination. History matters and I want you to remember on October 17, 2019 council voted to rezone the east river side blue line corridor. I want you to recognize on October 23rd, 2019, the UT law professor said you did not comply with the items they gave you, the recommendations from the uprooted report. I want you to remember the Orange line north of south Lamar was exclusively for white people. The area was developed over a 34-year period. This council is continuing the work of the colonel. I want you to remember that when you get to the gold line, the red line, Austin community college, high land village is [12:07:14 PM] the only affordable areas. African Americans earn about $42,000. I want you to remember as well that the streets are named for African Americans because of the Negro orphanage once there. I was there yesterday going to the new permit building. Many are there but I didn't see one black person when I walked through the campus. This is really a smoke screen. If you have any questions I would gladly answer them at this time, but we are woke, mayor, and segregating the city is not the right thing to do. Thank you. >> Mayor Adler: Thank you. Anyone else to speak. >> That's all we have signed up. >> Mayor Adler: Colleagues -- directors, we're back. Motion to approve the consent agenda? Council member renterria makes the motion -- director [12:08:14 PM] renterria makes the motion. Any discussion on the items? Vice president alter? >> Alter: Thank you. I had a question -- I don't know if this is appropriate time. You said on our regular agenda we were not taking up item 30 which is related to Austin housing finance corporation but is the public finance corporation we set up at a prior meeting. I wanted to check why that one was withdrawn. I don't know when I'm supposed to ask about that. >> Mayor Adler: My understanding is we did not get all the paperwork necessary for us to form the corporation. They asked for the a delay so we can form the entity. There's material from the secretary of state we need first. >> Alter: Okay. Thank you. >> Mayor Adler: Moved and seconded. [12:09:15 PM] Consent agenda. Those in favor, raise your hand? Those opposed? Unanimous on the dais with director pool absent. I think that is all our items with the exception of the executive session and zoning cases, so we're now going to go to public communication. And then at the end of public communication, we will go into executive session then reconvene out here at 2:00 o'clock for speakers. We have music today. So we're going to do the public communication. Then we get to enjoy some music. Let's see how much time -- how much more time it is when we get through these items, but we'll begin now with speakers. Do you want to call the speakers. >> Yes.
